The Shanxi Provincial Department of Finance has officially issued a notice, allocating the 2026 central government infrastructure investment budget for the rural revitalization special project, specifically for the construction of "Beautiful and Harmonious Villages," to Yangcheng County, Xinjiang County, Jiang County, and Xiangfen County.

The funds are designated for the construction of Beautiful and Harmonious Villages and will be integrated into the 2026 county-level budget execution. The specific projects, amounts, and budget categories are detailed in the attached table.

The Shanxi Provincial Department of Finance explicitly requires the relevant counties to comply with government procurement procedures and to accelerate the pace of budget execution. It also mandates strengthening financial supervision to ensure the smooth implementation of the projects.

According to relevant management regulations, for infrastructure projects where the approval of the project proposal is handled by the development and reform department, the finance departments at all levels will no longer conduct budget review.

Simultaneously, Shanxi Province has implemented a dynamic fund adjustment mechanism for both central and provincial special transfer payments. The carryover funds from the previous year and funds allocated in the current year that show slow spending progress will be recovered in June, September, and November of each year. These recovered funds will be reallocated to regions with faster spending progress or used for fields urgently needed for economic and social development.

For projects with a large scale of consolidated funds or those whose spending progress remains unsatisfactory after adjustments, the Provincial Department of Finance will cancel or reduce their budget allocation in the following year's budget planning.

Regarding the protection of migrant workers' wages, the Shanxi Provincial Department of Finance emphasizes that project management departments, construction units, and city and county governments must strictly adhere to the relevant documents from the General Office of the Shanxi Provincial People's Government on eradicating wage arrears and ensuring the payment of migrant workers' wages. They are required to transfer labor costs to the special account for migrant workers' wages in full and on time, ensuring that labor costs for government-funded projects are paid in full and on a separate account basis.

Furthermore, the relevant counties are required to conduct performance monitoring in accordance with the performance targets set forth, ensuring the timely achievement of annual performance goals and the safe and effective use of financial funds.
