The People's Bank of China has issued an administrative penalty notice revealing that CBHB (HKEX: 09668) has been penalized for multiple regulatory violations.
The bank was found to have breached regulations related to financial statistics, bank settlement account management, collection agency business management, bank card acquiring business management, network security management, data security management, anti-counterfeit currency business management, treasury account setting and usage, and credit information collection, provision, inquiry and related management.
Additionally, CBHB failed to fulfill customer identity verification obligations as required and did not submit large-value transaction reports or suspicious transaction reports in accordance with regulations.
As a result, the People's Bank of China issued a warning to CBHB, confiscated illegal gains of 85,107.25 yuan, and imposed a fine of 5,343,700 yuan.
Six individuals held responsible were also penalized simultaneously, with combined fines totaling 130,000 yuan.
Details of the penalties
According to the penalty notice, CBHB (HKEX: 09668) received penalty decision document Yin Fa Jue Zi [2026] No. 81 for the aforementioned 11 categories of violations.
Lin, from the Wealth Management and Private Banking Department of CBHB, was held responsible for violations of collection agency business management regulations and received a warning plus a fine of 50,000 yuan.
Yang from the Consumer Finance and Credit Card Department of CBHB was held responsible for violations of credit information collection, provision, inquiry and related management regulations and was fined 10,000 yuan.
Li from the Inclusive Finance Division of CBHB was held responsible for violations of credit information collection, provision, inquiry and related management regulations and was fined 10,000 yuan.
Li Jun from the Internal Control and Compliance Department of CBHB was held responsible for failing to fulfill customer identity verification obligations and failing to submit large-value or suspicious transaction reports as required, and was fined 20,000 yuan.
Li from the Consumer Finance and Credit Card Department of CBHB was held responsible for failing to submit large-value or suspicious transaction reports as required and was fined 20,000 yuan.
Zhang from the Corporate Business Department of CBHB was held responsible for failing to submit large-value or suspicious transaction reports as required and was fined 20,000 yuan.
All penalties were decided by the People's Bank of China on September 8, 2026, with a public disclosure period of five years.
