For our village, which has just started to solve its problems, this is the most timely guidance," said Kuang Zixuan, a provincial deputy and the Party secretary of Huangbaoshan Village, Hejiang County. Huangbaoshan, adjacent to the green manufacturing park in the Hejiang Economic Development Zone, has a unique location. In the past, the village's collective economy was weak, and villagers struggled to get rich despite their good location. Kuang believes the key is to convert the market "pull" of the park into the industrial "strength" of the collective economy.

After the plenary session, her first action was to lead village cadres in visiting food processing companies in the park, making "deepening park order agriculture" the focus of her duties. The village has unified and optimized standards for the targeted planting of sorghum and soybeans, with the village collective overseeing the supply of agricultural materials and field management. She is working with grassroots cadres to identify pain points in operations and plans to propose suggestions on improving support policies for village-level collective economies and promoting coordinated development between the park and the village. To ensure the benefits of development flow more equitably to the people, Huangbaoshan Village is focusing on incorporating households lifted out of poverty, monitored households, and left-behind villagers into cooperatives, implementing a pairing system, optimizing profit-sharing plans, and channeling more collective economic income into public welfare and livelihood projects.

Upgrading Agricultural Services to Give Modern Wings to Hill Region Agriculture

"The plenary session has made it clear to enhance agricultural socialized services and promote the building and strengthening of the agricultural industry chain. For a hilly area like Suining, it is necessary to entrust tasks that individual households cannot or find uneconomical to do, to specialized service organizations," said Ning Guopeng, a provincial deputy who has worked in Suining's agricultural and rural sectors for many years. His focus has always been on the most practical shortcomings of hill region agriculture.

Suining, located in the hills of central Sichuan, faces issues like fragmented land plots and labor outflow, leading to high agricultural production costs. In line with the plenary session's call to improve the modern agricultural management system, Ning has focused his efforts on the "last mile" of agricultural services. "We will use the construction of regional modern comprehensive agricultural service centers as a starting point to optimize and upgrade the 'full mechanization + comprehensive agricultural services' platform. We will continue to improve Suining's '1+21+N' comprehensive agricultural service network, making services like plowing, planting, managing, harvesting, agricultural materials supply, and technical guidance accessible nearby, thereby reducing farmers' production costs," Ning stated.

Farmers can now simply make a phone call or place an order to have tillers, harvesters, and crop-dusting drones brought to their fields, significantly reducing the cost per mu. A service system needs an industrial chain. Ning sees strengthening the industrial chain as a breakthrough for broadening farmers' income channels. He plans to use leading agricultural product processing enterprises as a driving force, establishing interest-linking models like order planting, contract farming, guaranteed minimum price purchasing, and value-added profit sharing. This will create a close-knit mechanism linking farmers to the benefits of the industry, integrating smallholder farmers deeply into the modern agricultural industry system. He said he will continue to conduct in-depth visits and surveys to listen to farmers' demands, and use his role as a deputy to propose improvements to supporting policies, contributing grassroots efforts to the goal of building a strong agricultural province.

Activating Pioneering Spirit to Turn 'Folk Methods' into 'Golden Ideas'

"The plenary session emphasized giving full play to the main role of farmers and respecting their wishes and pioneering spirit. This sentiment resonates deeply with us grassroots cadres," said Wang Guanghui, a provincial deputy and the village Party secretary and village committee director of Tuqiao Village, Yanjiang District, Ziyang City. Tuqiao Village has developed over 1,600 mu of organic fruit, but for a time, there was a phenomenon of "cadres working while the masses watched." Wang realized that without mobilizing the villagers' initiative, even the best industries would be unsustainable.

Wang chose to implement the plenary session's spirit by "returning power and empowering" the villagers, meaning that village affairs should be decided by the villagers themselves. For all major matters, such as industrial planning and fund usage, village consultative meetings must be held, allowing the people to set their own direction, choose their own path, and make their own decisions. This truly hands the initiative for development back to the villagers. Now, more and more villagers are taking the initiative to become "new farmers," learning to shoot videos, practicing their eloquence, and handling shipments. "I will encourage more villagers to participate in e-commerce sales, allowing the wisdom of the people to take root in the fields and turning 'folk methods' into 'golden ideas,'" Wang said.

How can scattered farmers be united? "We will fully leverage the combat strength of the Party branch, strengthen the 'Village Flower Service Team,' and improve benefit-linking mechanisms. This will bring more individual farmers together to participate in village governance and industrial development, shifting from 'fighting alone' to 'developing together.' Only when every villager finds their place on the stage of revitalization can their lives become truly fulfilling," Wang's vision is simple and resolute.

The work of these three deputies points to a common theme: translating the deployments of the Third Plenary Session of the 12th Sichuan Provincial Party Committee into tangible and palpable practices across the Land of Abundance.
