Shenzhen has released its "15th Five-Year Plan" for National Economic and Social Development, outlining a strategy to advance domestic computing capabilities. The plan emphasizes coordinated efforts in the research, development, and manufacturing of intelligent computing chips, the construction of computing infrastructure, and the advancement of model algorithms, aiming to establish an efficient and user-friendly artificial intelligence technology foundation.

It focuses on strengthening the industrial base for computing chips, promoting the optimization, iteration, and application adaptation of training chips like Ascend and edge-side inference chips, and fostering a thriving ecosystem for domestic AI computing power. The plan also aims to solidify a multi-level intelligent computing base, build high-standard training infrastructure, and create a sustainable computing power supply system characterized by ultra-intelligent collaboration, heterogeneous integration, and pervasive accessibility.

Furthermore, the plan calls for enhanced fundamental research in AI theory and innovation in model architectures, cultivating internationally leading domestic general-purpose large models and industry-specific application models. It aims to drive the practical application of these models and algorithms through high-value use cases. By 2030, the city targets a real-time available computing power scale exceeding 150 EFlops, with specific metrics of domestic chips and computing clusters reaching internationally advanced levels, forming a powerful large-model base capable of supporting comprehensive applications.
