Three Rivers in Sichuan Secure Official Natural Resource Registration

Three major rivers in Sichuan province have now been formally registered for their natural resource rights, establishing a clear legal and administrative framework for their management.

The rivers in question—the Sichuan sections of the Fujiang River and the Chuo Sijia River, along with the Litang River—have completed their initial unified natural resource ownership registration. This process effectively grants them an official "household register" for their natural assets, enabling precise clarification of watershed boundaries, resource inventories, and management responsibilities.

This registration initiative was a key provincial task for 2025. The natural resources authorities, in collaboration with departments overseeing environmental protection, water resources, and forestry, issued public notices regarding the initial registration in the areas where the resources are located.

The process involved conducting cadastral surveys of the natural resources, utilizing existing resource investigation data and real estate registration records. The registration content was then reviewed in conjunction with spatial planning regulations, ecological conservation redline requirements, and other real estate registration documentation.

Following a mandatory 15-day public announcement period, the registration units for the natural resources of these three rivers were officially entered into the register, finalizing the initial registration procedure.

Authorities have indicated that the next step involves exploring applications for the registered resource data. This includes supporting comprehensive watershed management, ecological restoration, efficient water resource utilization, and realizing the value of ecological products. The goal is to utilize clear natural resource property rights to protect the clean waters of the upper Yangtze River and contribute to the province's ecological civilization construction and high-quality, coordinated regional development.
