Shandong Unveils Plan Targeting Floating Wind Core Equipment, Aims for Five Billion-Yuan Wind Power Industrial Parks

Shandong Province has officially released a new policy blueprint focused on advancing its new energy equipment sector.

Recently, eight provincial departments, including the Department of Industry and Information Technology, jointly issued the "Implementation Plan for the High-Quality Development of the New Energy Equipment Industry in Shandong Province (2026-2028)." The plan sets a clear target to exceed 470 billion yuan in total revenue for the province's new energy equipment sector by 2028, with wind power equipment revenue surpassing 60 billion yuan. A major strategic focus is on tackling core floating offshore wind equipment, alongside the construction of roughly five wind power equipment industrial parks each achieving an annual output value of 10 billion yuan.

According to the plan, by 2028, the province's new energy equipment industry aims to achieve significant breakthroughs, overcoming key technological and product hurdles in critical areas such as wind power equipment, nuclear power equipment, photovoltaics, lithium batteries, hydrogen fuel cells, and power transmission and transformation equipment.

Regarding wind power equipment, the strategy is to accelerate the shift toward deep-sea, intelligent, large-scale, and highly efficient development. Efforts will concentrate on conquering core floating offshore wind equipment, speeding up the R&D and manufacturing of key components like high-performance, long-life blades, ultra-high mixed-tower structures, and highly reliable, low-cost floating foundations. The plan designates Yantai, Weihai, Dongying, and Qingdao as core coastal regions for offshore wind equipment, while Jinan, Weifang, Rizhao, Dezhou, and Binzhou will serve as core areas for onshore wind equipment and specialized components. This configuration aims to create a differentiated and complementary wind power equipment industrial cluster. The ultimate goal is to develop around five wind power equipment industrial parks with a 10-billion-yuan scale, boost the province's wind power equipment revenue to over 60 billion yuan by 2028, achieve an average annual growth rate of over 10%, and raise the industry chain's supporting rate to over 80%. These tasks are assigned to the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Energy Administration based on their respective responsibilities.

In the realm of power transmission and transformation equipment, the province will expedite the development of high-reliability, large-capacity, low-loss DC converter transformers, UHV DC control and protection systems, and AC switchgear with ultra-high breaking capacity. Bespoke UHV AC and DC transmission solutions will be engineered to serve scenarios including cross-provincial long-distance power transmission, offshore wind integration, and green, low-carbon industrial parks. This initiative is led by the Provincial Department of Industry and Information Technology, with support from the Provincial Energy Administration.

A key priority is strengthening the drive for core technology breakthroughs. Shandong will bolster national and provincial innovation platforms, such as the National Key Laboratory for Solar Photoelectric Conversion and Utilization and the National Nuclear Power Island Equipment Industry Metrology and Testing Center. The focus will be on tackling bottleneck technologies and major equipment challenges, particularly in areas like offshore wind main bearings and main control systems, to achieve critical technological advances and promote the widespread application of core components and key materials. The Provincial Department of Science and Technology will lead this initiative with assistance from the Provincial Department of Industry and Information Technology.

The plan also emphasizes the cultivation of leading enterprises. For critical segments such as high-power gearboxes in offshore wind, efficient photovoltaic systems, and advanced nuclear power technology equipment, the province will precisely attract and foster high-quality projects. It will support eligible companies in obtaining permits for the design, manufacture, installation, or non-destructive testing of nuclear safety equipment. Furthermore, industry chain leaders are encouraged to integrate small and medium-sized enterprises into their supply chains through production collaboration and open procurement channels, thereby enhancing the overall collaborative capacity of the industry chain. This is another initiative led by the Provincial Department of Industry and Information Technology, with cooperation from the Provincial Development and Reform Commission, the Provincial Department of Ecology and Environment, and the Provincial Energy Administration.

Finally, the strategy calls for promoting cluster synergy and linkage. Building on the industrial characteristics of different regions, the province will foster a differentiated layout of industrial clusters. Leveraging provincial-level advanced manufacturing clusters like Weifang's new energy storage equipment cluster, provincial-level strategic emerging industry clusters such as Yantai's nuclear power equipment cluster, and specialty clusters like Rushan's wind power equipment cluster, the plan aims to promote mutual product supply, collaborative innovation, and cohesive development, thereby strengthening the overall competitiveness of these clusters.
