Rate Hike Odds Surge to 60% After Warsh Scraps Forward Guidance

Federal Reserve Chair Warsh delivered his inaugural keynote address at Jackson Hole, fundamentally upending market expectations for the policy path and triggering a broad repricing across global risk assets. The structural deterioration in inflation data emerged as the core justification for this dramatic policy pivot. Within the 199 components that make up the PCE price index, 54% have recorded gains exceeding 3% over the past twelve months; even when narrowing the window to the last six months, that proportion remains elevated at 49% on an annualized basis.

At the macroeconomic level, headline PCE inflation has run at a 4.1% annualized rate over the past six months and 3.7% over the past year, both figures sitting well above the Fed's 2% target. Warsh stressed that he must be confident underlying inflation is moving demonstrably and sufficiently quickly toward the goal, otherwise the central bank still has work to do. That stance triggered a violent repricing in markets, with September rate hike probabilities leaping from 35% to 60%.

Two-year Treasury yields climbed to a one-month high while the dollar strengthened in tandem, and both traditional safe havens and risk assets came under simultaneous pressure. The combination of plunging asset prices and a fundamental shift in the policy framework has created a volatile environment for investors. Bitcoin, which had surged past the $80,000 mark just a day before the speech, reversed sharply and slid toward $76,000. Derivatives markets saw $488 million in liquidations within 24 hours, with long positions accounting for over $360 million of that total.

Gold and silver markets also took a hit, with the precious metals complex losing more than $700 billion in market value following the address. The recent bitcoin rally had been underpinned by robust inflows into spot ETFs, with US spot bitcoin ETFs absorbing over $1.1 billion in the week leading up to Warsh's remarks. However, those funds recorded outflows again on the day of the speech itself.

Perhaps the more profound implication lies in Warsh's explicit decision to abandon forward guidance, describing the tool as having outlived its welcome. Instead, he pledged a commitment to discipline rather than to specific decisions. This means markets can no longer extract policy clues from Fed language, and for liquidity-sensitive assets like bitcoin, the window for volatility may become more frequent and unpredictable going forward.

Hedging measures and upcoming key data points will determine the market's direction. The Treasury Department announced that starting September 9, the maximum liquidity repurchase for 10-to-20-year and 20-to-30-year nominal bonds will increase from $2 billion to at least $4 billion per operation, aimed at improving trading conditions in long-dated government debt. Officials have explicitly framed this as routine debt management rather than quantitative easing.

Market pricing will now center on the mid-September FOMC meeting, with the August employment report, CPI data, and another vote on the CLEAR Act all pending beforehand. Should inflation readings remain elevated, pressure for further rate hikes will intensify; conversely, if the data softens, ETF inflows could regain momentum. Bitcoin's ability to withstand this fresh conflict will depend on whether subsequent data manages to suppress inflation metrics and whether ETF demand continues to flow.
