Shenzhen Expressway disclosed that its Board meeting on 24 September 2026 approved “Proposals of the Nomination of Director Candidates of the Tenth Session of the Board of Directors.” Eight non-independent and four independent non-executive director nominees will be put to a shareholder vote at the forthcoming general meeting.
Non-independent nominees • Liu Zheng Yu (born 1970) – Current Chairman and Party Committee Secretary; senior accountant with an MBA from Xiamen University. Previously held C-suite or board roles at multiple Shenzhen-based state-owned enterprises and has led Shenzhen International Holdings since 2021. • Liao Xiang Wen (1968) – Company President and Deputy Party Secretary; doctorate in Law. Joined Shenzhen Expressway in 2004 and has served on the Board since 2016. • Jin Zhen Yuan (1971) – Company Financial Controller; senior accountant and non-practising CPA with a master’s in accounting. Joined the Board in 2025 after finance leadership posts at several Shenzhen SOEs. • Hou Sheng Hai (1973) – Vice-President of Shenzhen International Holdings; master’s in civil and architectural engineering, extensive construction and administration background. • Chen Yun Jiang (1973) – Deputy General Manager of Jiangsu Communications Holding; MBA, senior economist with prior chairmanship at Jiangsu Expressway. • Wu Yan Ling (1976) – Deputy GM of Capital Operations at China Merchants Expressway; holds advanced degrees from Oxford and Tsinghua, with a decade of securities-industry experience. • Ma Chao (1986) – Head of Strategic Investment at Anhui Expressway; economist with investment and financing expertise.
Independent nominees • Miao Jun (1957) – Professor-level senior engineer; former deputy GM and chief economist at GD Power Development. • Xu Hua Xiang (1976) – CFA; ex-Morgan Stanley Asia transport research head, currently senior partner at Axioms Capital Management. • Yan Yan (1972) – Professor of Accounting and non-practising CPA; partner at Beijing Long’an Law Firm (Shanghai). • He Zuo Wen (1962) – Associate professor, CPA and tax agent; partner at Zandar (Shenzhen) CPAs LLP with extensive audit experience.
