According to local reports, from August 12 to 13, Liaoning Provincial Party Secretary Xu Kunlin conducted research visits in Kangping County and Faku County of Shenyang City. Observers noted that during this inspection tour, Xu Kunlin examined the low-altitude economy, a distinctive industry in Faku County.
During the visit, Xu Kunlin went to the Faku County Low-Altitude Comprehensive Flight Service Support Center to review platform functions, observed light aircraft developed by provincial enterprises, toured the Embodied Intelligence Laboratory of Ruihe Xuanwu (Liaoning) Intelligent Technology Co., Ltd., and learned about the airspace environment, infrastructure, and enterprise operations.
The China Low-Altitude Economy Development Index Report (2026) indicates that the development of China's low-altitude economy shows five major trends: increasingly systematic institutional design, gradual self-reliance in low-altitude equipment technology, accelerating infrastructure construction, and systematic safety prevention and control systems, all driving the large-scale development of application scenarios. In recent years, multiple provinces have included the development of the low-altitude economy in their government work reports or introduced relevant policies, competing to enter this emerging track and expand market space through new technologies.
The Liaoning Provincial Government Work Report states, "Vigorously develop the low-altitude economy, expand application scenarios, and enhance the manufacturing capacity of industrial-grade drones." As the birthplace of China's aviation industry, Shenyang has a strong aviation industrial base. Shenyang has an early start, a solid foundation, and great potential in the low-altitude economy field. It is one of the first national comprehensive pilot zones for the general aviation industry and a national civil unmanned aircraft test base, possessing a relatively complete industrial chain. It is one of the regions with the best foundation and greatest growth potential for the development of the low-altitude economy industry in China.
In 2024, Shenyang released the "Shenyang Low-Altitude Economy High-Quality Development Action Plan (2024-2026)," which clearly defines the construction of a "one main body, two wings" development pattern at the Faku General Aviation Industry Base, with general aviation as the main body and drones and low-altitude tourism as the two wings, striving to build a national-level low-altitude economy industrial cluster.
Why Faku County? Located in the north of Liaoning Province, on the right bank of the middle reaches of the Liao River, covering an area of 2,320 square kilometers, Faku is one of the earliest low-altitude airspace reform pilot zones in the country. It boasts excellent clear air conditions and stable meteorological environments, providing inherent advantages. In August 2012, the Faku General Aviation Industry Base (Faku Caihu Airport) became operational. This is the first general aviation airport approved for use in Northeast China, featuring nationally leading infrastructure such as Liaoning's only reporting airspace, X-band aviation weather radar, and a low-altitude comprehensive flight service support center.
In terms of industrial development, the county focuses on "general aviation + drones + low-altitude tourism" as its core, building a low-altitude economy industrial ecosystem. Today, it has attracted numerous drone manufacturers and supporting enterprises, forming a complete industrial chain covering R&D, manufacturing, and operations. It is the largest general aviation and drone industry cluster in Northeast China.
During this inspection, Xu Kunlin pointed out the need to seize opportunities, plan systematically, vigorously cultivate open application scenarios, extend the industrial chain, and accelerate the creation of a low-altitude economy industrial cluster.
