Four companies were identified as having committed significant labor violations: Lhasa Toyota Motor Sales Service Co., Ltd.; Tibet Tonghui Construction Co., Ltd.; Tibet Shenwei Fire Protection Group Co., Ltd.; and China Railway 21st Bureau Group Fourth Engineering Co., Ltd.
The Lhasa Municipal Human Resources and Social Security Bureau investigated these cases, issued orders for corrective actions within a specified period, and found that the companies failed to comply. After fulfilling the required legal notification procedures, the bureau has now made the violations public.
The list of publicly disclosed violations is as follows:
1. **Lhasa Toyota Motor Sales Service Co., Ltd. - Failure to Pay Employee Social Insurance** An employee, identified as Luo, filed a complaint on November 12, 2025, regarding the company's failure to pay social insurance contributions. The violation was confirmed. The company was ordered to rectify the situation on November 27, 2025, but did not comply. A subsequent administrative penalty decision was issued on March 5, 2026, which also went unfulfilled, leading to the public disclosure.
2. **Tibet Tonghui Construction Co., Ltd. - Failure to Pay Employee Social Insurance** An employee, identified as Jiang, filed a complaint on November 13, 2025. The violation was confirmed. An order for corrective action was issued on January 6, 2026, which the company ignored. An administrative penalty decision followed on February 13, 2026, and due to non-compliance, the violation is now publicly disclosed.
3. **Tibet Shenwei Fire Protection Group Co., Ltd. - Wage Arrears** Twenty-seven workers, led by an individual named Liu, filed a complaint on November 13, 2025, regarding unpaid wages. The violation was confirmed. The company was ordered to pay the arrears on November 14, 2025, but failed to do so. An administrative penalty was issued on December 1, 2025, which was also ignored, resulting in public disclosure.
4. **China Railway 21st Bureau Group Fourth Engineering Co., Ltd. - Failure to Fulfill Primary Responsibility for Subcontractor's Wage Arrears** As the main contractor for a school construction project, this company subcontracted the fire protection work to Tibet Shenwei Fire Protection Group Co., Ltd., which subsequently failed to pay wages totaling 700,220 yuan to 27 migrant workers. After the subcontractor ignored corrective orders and penalties, the main contractor was legally directed to assume responsibility for paying the wages on December 3, 2025. The main contractor failed to comply with this order and an ensuing penalty decision dated February 27, 2026, leading to the public disclosure of its violation.
