Since 2025, the Ministry of Natural Resources and the Ministry of Veterans Affairs have organized a concentrated effort to carry out a special initiative for real estate registration of martyr cemeteries, and this work has now been fully completed.
The Ministry of Natural Resources stated that as of now, all 5,439 martyr cemeteries nationwide, including centralized martyr burial areas and martyr columbariums, have completed registration and certification, achieving the goal of "every cemetery has a certificate, clear ownership, and well-defined boundaries."
Through achieving full coverage of ownership confirmation and registration, long-standing legacy issues such as ambiguous ownership and unclear boundaries at some martyr cemeteries have been resolved, laying a solid legal and property rights foundation for the long-term protection of martyr cemeteries and safeguarding their public welfare nature.
During the processing, local registration agencies also promptly opened "green channels" for real estate registration of martyr cemeteries, collaborating with veterans affairs departments to innovate a "single-window acceptance plus parallel review plus time-limited completion" model, orderly advancing file backtracking, surveying corrections, and joint review consultations, while providing services such as "doorstep document collection, full-process handling, and certificate delivery to homes" for martyr cemeteries in remote areas, significantly reducing processing times.
