Huangpu District in Guangzhou has officially launched the "Spring Rain Action" work plan, focusing on the entire chain of medical technology translation. The plan introduces a series of innovative and robust measures designed to bridge every gap from "clinical concept" to "practical application."

"Spring Rain Action" is a specialized initiative launched by the National Medical Products Administration in 2025, aimed at accelerating the registration and market launch of clinically valuable medical device products. Huangpu District is the first industrial cluster area in Guangdong Province to undertake this action. The plan establishes a translation service mechanism guided by the government and involving multiple stakeholders. It also integrates various forces to form a "Spring Rain Action" Translation Service Alliance, working collaboratively to create a closed-loop industrial ecosystem for medical device translation.

The plan consolidates supportive policies for the biomedicine industry, delivering a comprehensive "combination punch" that covers the entire translation cycle. In the research and innovation phase, Huangpu District will provide support to products entering the national or Guangdong provincial special review procedures for innovative medical devices, to newly registered products, and to enterprises undertaking key clinical research projects under "Spring Rain Action."

Regarding financial capital, the district will leverage the role of the 5-billion-yuan Huangpu District Science and Technology Innovation Venture Capital Fund of Funds. It will prioritize support for key projects through a "sub-fund + direct investment" approach. Concurrently, it will support applications for Guangzhou's "Subsidy-to-Investment" projects, where government funds lead the investment to attract follow-on capital from the private sector.

In terms of service guarantees, the district will provide full-chain services focusing on stages such as concept validation, pilot production, clinical trials, and registration for market launch, ensuring a smooth path from concept to product.

Notably, the Huangpu District Market Supervision Administration has innovatively established a four-level linkage mechanism involving central, provincial, local, and enterprise entities. It has created the "Perfectly Attentive" drug and device registration service brand, deepening the routine collaborative work mechanism with the Greater Bay Area Branch of the Center for Medical Device Evaluation under the National Medical Products Administration. Experts from the National Medical Products Administration are invited to conduct regular "face-to-face" on-site consultations in Huangpu District.

The district utilizes the Huangpu Workstation for Drug and Device Registration Guidance Services under the Guangdong Provincial Medical Products Administration's Evaluation and Certification Center to promote "dedicated handling and local acceleration" for provincial-level evaluation and inspection matters. Relying on the Guangzhou Biomedical Research and Testing Comprehensive Technical Service Platform, it provides registration testing services for eligible projects.

The plan proposes actively promoting the inclusion of eligible projects in the "Spring Rain Action" service lists of both the Greater Bay Area Branch of the Center for Medical Device Evaluation and the Guangdong Provincial Medical Products Administration's Evaluation and Certification Center, aiming to secure the "golden time" for product market launch.

Currently, Huangpu District has included 10 high-quality projects in the "Spring Rain Action" key service list. Moving forward, the district will strengthen full-process service guarantees to escort the successful translation and implementation of quality projects. It will also regularly organize project roadshows and matchmaking events to build precise bridges connecting clinical concepts with capital and industry.

The district will further encourage more local medical institutions, translation platforms, research organizations, and manufacturing enterprises to join "Spring Rain Action," fostering collaboration among government, enterprises, healthcare, and research sectors. This aims to allow more clinical "golden ideas" to take root, blossom, and bear fruit in Huangpu District.
