Market Regulator Releases Three National Standards for E-commerce Domestic Services

China's State Administration for Market Regulation (SAMR) has announced the release of three new national standards for the e-commerce domestic services sector, according to an official statement on July 30. These standards, issued by the Standardization Administration of China, aim to address common consumer pain points in daily online domestic service transactions.

The new standards, named General Rules for E-commerce Domestic Services (GB/T 47802-2026), Platform Onboarding Audit Requirements for E-commerce Domestic Service Personnel (GB/T 47803-2026), and Evaluation Index System for Service Quality of E-commerce Domestic Service Platforms (GB/T 47948-2026), are designed to regulate the entire online domestic service process, making it more transparent, reliable, and reassuring for consumers.

The General Rules for E-commerce Domestic Services standard is based on the trend of deep integration between e-commerce and domestic services. It systematically outlines the basic models, service content, and requirements for service evaluation and improvement. The standard clarifies two operational models: platform self-operation and third-party service institutions. It strengthens the platform's institutional construction in areas such as service norms, quality management, credit evaluation, and information security. Additionally, it standardizes the entire process, from service consultation, order placement, and process monitoring to payment, order evaluation, and follow-up, promoting the coordinated development of online and offline services.

The Platform Onboarding Audit Requirements for E-commerce Domestic Service Personnel standard focuses on the crucial step of domestic service personnel joining the platform. It establishes five fundamental principles: legality, confidentiality, objectivity, timeliness, and convenience. It standardizes the collection of information including identity, resume, and medical reports. The standard also clarifies audit procedures for identity verification, document verification, background checks, credit checks, health checks, and experience verification. Furthermore, it establishes a regular review mechanism to ensure the professionalism and reliability of onboarded personnel, thereby reducing service safety risks.

The Evaluation Index System for Service Quality of E-commerce Domestic Service Platforms standard constructs an evaluation index system around platform service quality, covering two main dimensions: basic service quality and transaction process service quality. Basic service quality includes platform construction and platform management, while transaction process service quality covers pre-transaction, mid-transaction, and post-transaction stages. This is broken down into 17 third-level indicators, providing a unified basis for the scientific evaluation, continuous improvement, and government supervision of platform service quality.

These three newly released national standards, together with the Description of Capability Information for E-commerce Domestic Service Personnel (GB/T 45440-2025) standard published in 2025, cover the entire chain of e-commerce domestic service platform operations, personnel access, capability description, and service quality evaluation. The implementation of these standards will provide a unified technical basis for the online domestic service industry. This will help regulate the operations and service provision of e-commerce domestic service platforms, promote the professional development of service personnel, and better meet basic household needs such as daily care, elderly care, and childcare. This lays a solid foundation for protecting consumer rights and boosting confidence in service consumption, ultimately enhancing the sense of well-being for millions of families through improved e-commerce domestic service quality.
