Tech Giants Enter Open-Weight AI Arena, a Space Led by Chinese AI Labs

This week, Meta Platforms, Inc. and NVIDIA released open-weight AI models, marking a strategic move by American tech companies to catch up in a competitive landscape currently dominated by leading Chinese AI laboratories.

More than twenty U.S. tech firms have recently signed a joint letter urging policymakers to avoid imposing "premature restrictions" on open-weight models. Box CEO Aaron Levie commented on Meta Platforms, Inc.'s entry, stating, "The U.S. has clearly signaled its intent to possess near-frontier-level open-source models."

Last month, a coalition of U.S. tech giants appealed to policymakers, cautioning against hastily limiting open-weight AI models, even those originating from China. Now, two of those companies are simultaneously launching their own open-source products to compete directly. Meta Platforms, Inc. and NVIDIA have each introduced AI models this week that developers can download and use for free through the open-source ecosystem, contrasting sharply with the proprietary, closed-source models championed by OpenAI and Anthropic.

The battle for open-source AI

Open-source AI has become a highly contentious issue from Silicon Valley to Washington. Critics worry about potential national security risks from Chinese models and are also concerned about model distillation—a technique some view as intellectual property theft. However, most industry leaders believe that restricting access to these models would harm their own interests and allow a few companies to monopolize AI computing power and technology.

In a July 24 letter, multiple tech companies wrote, "The age of AI promises universal prosperity. With the right choices, open-weight AI can broaden development opportunities, strengthen market competition, reinforce U.S. technological leadership, manage risks, and widely distribute the benefits of this transformative technology across all industries." Regarding model distillation, the coalition defined it as "a common technical method widely used for model optimization, performance evaluation, and validation."

Meta Platforms, Inc. released Muse Glimmer on Monday, part of its ongoing strategy of offering top-tier large language models to the open-source community. CEO Mark Zuckerberg announced that the company would open-source the model weights for its latest model, Muse Spark 1.2. Weights are the parameters and operational rules that determine an AI's computational logic and output. A day later, NVIDIA launched Nemotron 3.5 Lightning, derived from the Nemotron 3 series released last December. The chipmaker claims its product is "truly open source," simultaneously releasing the accompanying training dataset, training methodology, and model weights for developer verification.

In the current market, models from Chinese AI labs like Moonshot AI, DeepSeek, and Alibaba's Tongyi Qianwen are highly favored by developers. Meta Platforms, Inc. and NVIDIA must now prove that their new offerings can attract a sufficient user base. Box CEO Aaron Levie, a signatory of last month's letter, is optimistic. He described Zuckerberg's release of Muse Spark 1.2 as significant, noting its performance rivals the top-tier foundational models from Anthropic and OpenAI. The two models released by Meta Platforms, Inc. and NVIDIA this week are smaller, designed to run locally on laptops and support scenarios like on-device agents. "The U.S. has clearly stated its intention to possess near-frontier-level open-source large models," Levie said.

Meta Platforms, Inc. previously tested the open-source waters with its Llama series, which was Zuckerberg's first attempt to enter the foundational model market. However, the Llama 4 model, released in April 2025, failed to impress developers. Subsequently, Meta Platforms, Inc. invested billions of dollars to restructure its AI division, hiring Scale AI CEO Alexandr Wang to lead the business. Recently, Wang's team launched several closed-source models under the Muse brand, aiming to create a new revenue stream.

Huge potential for growth

Levie believes that companies hesitant to use Chinese open-weight models will be more willing to try Meta Platforms, Inc.'s latest open-source version. "For example, core government agencies are highly unlikely to adopt foreign open-source models, and most large banks will likely face restrictions. Muse can tap into these scenarios, which represents a massive market opportunity."

However, Meta Platforms, Inc. still faces significant hurdles in restarting its open-source strategy. Umesh Sachdev, CEO of enterprise AI startup Uniphore, stated that Meta Platforms, Inc.'s previous wavering between open-weight and closed-source strategies has eroded the trust of third-party developers. "Even if Zuckerberg releases a 3,500-word manifesto, it's hard to restore developer confidence. Our internal developers widely feel a sense of betrayal," Sachdev said, referring to a lengthy essay Zuckerberg published concurrently this week. Still, he hopes for a breakthrough by U.S. companies: "Full competition can lower token costs, continuously drive innovation, and ultimately benefit all users."

Forrester analyst Charlie Dai holds a similar view. He described Meta Platforms, Inc.'s latest shift as strategically significant: "It brings leading U.S. frontier AI companies back into the open-source ecosystem." "Developers and enterprise clients are likely to welcome Meta Platforms, Inc.'s return to an open-weight approach, as it enhances technical transparency, supports deep customization, offers greater deployment flexibility, and better ensures data sovereignty." He also noted that Meta Platforms, Inc.'s current challenge is not just to release competitive models but also to cultivate a long-term, sustainable open-source ecosystem.
