What takes 40 minutes by mountain road from highland to flatland took the drone only 3 minutes. This scene is a vivid microcosm of the county's low-altitude economy accelerating from a planning blueprint into a tangible reality for people's livelihoods. The low-altitude economy generally refers to a comprehensive economic form driven by low-altitude flight activities of civil manned and unmanned aircraft within an airspace altitude of below 1,000 meters, radiating and driving integrated development across related fields. In the opening year of the 15th Five-Year Plan, the low-altitude economy, as an important carrier of new quality productive forces, has risen from a national-level "new growth engine" to an "emerging pillar industry." The county has long been known as "nine parts mountain, half part water, half part farmland," with layered peaks and steep slopes, where traditional development models face limited space and difficulty in concentrating production factors. However, terrain that was once an obstacle has now become the most natural testing ground for the low-altitude economy. In recent years, the county party committee and county government, assessing the situation, have written the cultivation of the low-altitude economy into the outline of the 15th Five-Year Plan, explicitly proposing to actively develop future industries such as the low-altitude economy. A new path of overtaking on the curve — "from roads to the sky, breaking through toward the sky" — is rapidly unfolding across the land of Pan'an.
"At present, our county has built the city's first mountainous county-level low-altitude economy command center and achieved substantive operation, completed the preliminary layout of 10 base stations covering the urban area and multiple townships, and is advancing toward operational implementation across various fields, opening a 'drone plus' multi-scenario service model," introduced Chen Hanying, chairman of Jinhua Zhifei Internet Technology Co., Ltd. In the just-passed July and August, two super typhoons, "Bavi" and "White Dolphin," struck in succession, and drones became the "vanguard" of emergency rescue in mountainous areas. They were deployed to the front lines of flood prevention and typhoon defense at the first opportunity, conducting aerial inspections of mountain ponds and reservoirs, geological hazard points, waterside and cliffside road sections, and projects under construction, transmitting high-definition images in real time, providing precise basis for personnel evacuation and hazard disposal, and weaving an "aerial defense line" for flood prevention and typhoon defense work.
The same story is continually unfolding across various fields in the mountains and countryside of Pan'an. Leveraging the resource advantage of being the "Hometown of Chinese Medicinal Materials," the county has widely applied drone technology throughout the entire chain of Chinese medicinal herb planting, management, and transportation. Pest control plans have been optimized for terraced field terrain, increasing operational efficiency by more than 5 times and reducing costs by 30%. In Shanghu Town, the city's first drone meal delivery pilot was completed; a remote mountain route that originally took 45 minutes by manual delivery now requires only 8 minutes for precise delivery. At the same time, drones are also widely used in routine supervision across multiple fields. Through regular patrols by automated drone hangars, problems such as illegal land use, forest fires, and river channel inspections are detected more precisely, and disposal times are significantly shortened. From a single domain to the whole, the county's low-altitude economy has moved from single-point experiments into a stage of large-scale, normalized, full coverage.
"Currently, the county's low-altitude application scenarios have expanded to 36 fields, deeply integrated with grassroots governance, specialty industries, and livelihood services, effectively resolving the pain points and difficulties of mountainous county development constrained by terrain, limited services, and weak governance, injecting new vitality into improving the quality and efficiency of livelihood services," Chen Hanying stated.
