Recently, the Guangdong Provincial Government issued a commendation notice for the winners of the 8th Guangdong Provincial Government Quality Award. Guangdong Hongtu Technology Co., Ltd., a Zhaoqing-based enterprise, stood out among 159 applicant organizations across the province and successfully won this prestigious award. The company is not only the first enterprise in the aluminum alloy die-casting industry province-wide to receive this honor, but also the third enterprise in Zhaoqing to win this accolade after an eight-year gap, marking a significant new achievement for the city in implementing its quality strengthening strategy and cultivating enterprise quality benchmarks.
The Guangdong Provincial Government Quality Award is the highest quality honor established by the Guangdong Provincial Government within the province. It aims to recognize organizations and individuals who have created advanced quality management models, achieved remarkable results in quality management model innovation, quality concept promotion, and scientific quality management method implementation, and made outstanding contributions to provincial quality construction. The award is selected every two years, divided into the Provincial Government Quality Award and the Provincial Government Quality Award Nomination Award, with no more than 10 Provincial Government Quality Awards per session.
In recent years, under the strong leadership of the municipal party committee and government, Zhaoqing has thoroughly implemented the national and provincial quality strengthening construction guidelines, actively exploring quality development paths with local characteristics. The city has focused efforts across four dimensions: quality co-governance, quality enterprise strengthening, quality chain strengthening, and quality county strengthening, driving continuous improvement in overall quality levels and creating a favorable quality ecosystem for enterprises to strive for excellence.
**Focusing on Co-governance to Optimize Mechanisms, Achieving Three Consecutive "A" Grades in Provincial Quality Work Assessment**
The city has successively issued policy documents including the "Implementation Plan for Zhaoqing's Implementation of Guangdong Province Quality Strengthening Construction Guidelines" and the "Action Plan for Product, Engineering, and Service Quality Management Year in Zhaoqing (2025-2027)." These systematically plan and advance quality city strengthening construction, strengthen coordination between industrial, financial, technological, talent, and quality policies, and accelerate the construction of a diversified quality co-governance mechanism based on rule of law, government leadership, and social participation. This has resulted in three consecutive years of "A" grade evaluations in provincial quality work assessments, continuous improvement in manufacturing quality competitiveness index entering the moderate competitiveness stage for the first time, 100% one-time completion acceptance rate for supervised construction projects, 100% implementation rate of the "two certificates and one plaque" system, and public service quality maintained above the "relatively satisfied" level.
**Focusing on Enterprise Integration Services, Enhancing New Momentum for Enterprise Quality Development**
The city comprehensively utilizes tools such as standards, certification, and quality management to deliver a "Quality+" service combination. Through implementing "Quality + Standards" actions, the city has intensified research and development of standards for strategic emerging industries, with a cumulative participation in formulating and revising 492 standards at various levels. Guangdong Asia-Pacific led the development of the first national standard in the automotive carbon fiber composite materials field, filling gaps in automotive lightweighting technology standards. The municipal substation participated in formulating two industry standards in the low-altitude economy field, promoting nationwide application of unmanned aerial vehicle intelligent inspection at substations. Six enterprises including Zhaoqing Lihe Technology Development Co., Ltd. were successfully included in the "National Standard Innovation Enterprise" database. Hongtu Technology and Bohan Sports were recognized as "Guangdong Standard Leading Enterprises."
Through implementing "Quality + Certification" actions and expanding "Bay Area Certification" application scenarios with "one enterprise, one policy" cultivation of flagship products, the city helps enterprises convey quality trust. The city has accumulated 12 "Bay Area Certification" certificates, ranking third province-wide. Through implementing "Quality + Brand" actions and leveraging the leading role of government quality awards, the city encourages enterprises to adopt advanced quality management models and implement chief quality officer systems. A total of 112 enterprises have received government quality awards at various levels, with three enterprises receiving provincial government quality awards.
Through implementing "Quality + Finance" actions, in collaboration with the People's Bank of China Zhaoqing Branch and Zhaoqing Financial Regulatory Branch, the city released the "Guangdong Quality Loan - Yanzhou Quality Loan" financial service program, helping enterprises transform "good quality" elements into "good leverage" for enterprise financing credit enhancement. Since the beginning of this year, 240 million yuan in quality credit enhancement has been realized for small and medium-sized enterprises.
**Focusing on Industry Chain Strengthening, Enhancing Industrial Cluster Quality Leadership**
Centered around "dominant + characteristic" industrial layout, the city implements "one chain, one policy" gradient advancement of industrial chain quality improvement actions. Product quality and standards "dual comparison" assists the hardware industry in quality improvement and efficiency enhancement, while quality common technology research empowers innovative development of the new energy intelligent connected vehicle industry. A total of 30 batches of quality comparisons have been conducted, with six key research projects implemented.
Simultaneously, the city promotes participation in three national quality chain strengthening key projects including new energy storage, new energy vehicles, and high-end equipment manufacturing. Two cases including "Strengthening Industrial Chain Quality Consistency Control to Create New Advantages in Electronic Information Industry Development" were selected for the Guangdong Province Industrial Chain Supply Chain Quality Collaborative Improvement Typical Case Database (22 cases province-wide).
**Focusing on County-Level Foundation Building, Creating New Advantages in Regional Quality Development**
Quality infrastructure "one-stop" service stations have been established around county-level concentrated industries, achieving full coverage across nine counties (cities, districts), serving over 500 enterprises annually, and promoting deep integration of quality services with county-level industries. The city supports counties in advancing quality construction according to local conditions. Sihui City and Gaoyao District were respectively selected for the first batch of quality strengthening county (district, town) cultivation databases by the State Administration for Market Regulation and Provincial Market Regulation Administration. Sihui City was approved to conduct national hundred-city quality improvement activities, continuously creating new advantages in regional quality development.
