China Targets First-in-Class Drug Share Above 25% Globally by 2030 Under New Five-Year Plan

Ten government departments, including the Ministry of Industry and Information Technology and the National Development and Reform Commission, jointly released the "15th Five-Year Plan for Pharmaceutical Industry Development" today. The plan sets a target for revenue of pharmaceutical industrial enterprises above designated size to exceed 3.5 trillion yuan by 2030.

The plan focuses on industrial scale and efficiency, innovation-driven growth, enterprise cultivation, and cluster development, outlining key anticipated indicators for the pharmaceutical industry during the "15th Five-Year Plan" period (2026-2030). Among these: industrial scale and efficiency are expected to steadily improve, with the innovative drug sector's output value growing at an average annual rate of over 20%, and the number of products achieving global annual sales exceeding 1 billion U.S. dollars reaching more than 5.

In terms of enterprise development and cluster building, the plan aims to have 50 pharmaceutical industrial enterprises with annual revenue exceeding 10 billion yuan and 20 pharmaceutical industrial parks with a value of 100 billion yuan. On the innovation front, the stated goals include raising the average R&D investment intensity of listed pharmaceutical companies to above 10% annually, and ensuring that China's first-in-class drugs account for more than 25% of the global total.
