A fresh procurement notice has been issued for the 1,000MW/6,000MWh power-side energy storage project located in Chahar Right Middle Banner, Ulanqab City, as the project resumes its construction contractor selection process. This latest call for bids, published on September 14, covers the procurement and construction (PC) scope, with the project owner being Chahar Right Middle Banner Juhui New Energy Co., Ltd. The total project funding comes from self-raised capital amounting to 4.8 billion yuan, which translates to a unit price of 0.8 yuan per watt-hour.
This marks the third bidding attempt for the project's main construction contract. In April 2025, the same developer had initially solicited bids for an engineering, procurement, and construction (EPC) package that also included operation and maintenance services. That earlier tender, sized at 1GW/6GWh, was backed by 6.3 billion yuan in self-funded capital, equating to 1.05 yuan per watt-hour. Subsequently, in November of the same year, a second tender was launched for the EPC scope—this time excluding O&M—but that process was eventually terminated. Now, the developer has returned with this third tender, which is exclusively for the PC package.
Project Specifications and Scope: The energy storage facility will have a total capacity of 1,000MW/6,000MWh. As part of the construction, a new 220kV booster station will be erected at the designated site. The storage units will connect to the 35kV side of this station via 150 collector lines, with a single 220kV transmission line linking the booster station to the 220kV bay of the 500kV Chahar Right Middle substation. Under the PC contract model, the winning bidder will be responsible for all material and equipment procurement (including owner-designated, contractor-purchased items), encompassing sourcing, expediting, transport, receiving inspections, unloading, warehousing, secondary handling, and document handover. The scope also includes all civil works, installation, commissioning, trial operation, and related coordination services, such as obtaining necessary approvals and permits.
Bidder Qualifications: Interested parties must demonstrate at least one completed energy storage power station construction general contracting project within the past three years, counted from January 1, 2023, to the bid submission deadline. Evidence must include a valid contract (with key pages showing the heading, subject matter, and signatures/seals) alongside a completion acceptance report or certificate of completion, with the performance timeframe determined by the latter document's date.
Key Dates and Deadlines: The window for obtaining tender documents runs from 16:30 on September 14, 2026, until 17:30 on September 22, 2026. All bid submissions must be delivered by 09:30 on October 5, 2026.
