Leveraging the vast 10,000-mu Chuzi orange base in Tianpo Village, the region has constructed a Party-building-led industrial community model structured as "Party General Branch + Leading Enterprise + Base + Farmers." This initiative pioneers an innovative benefit-linking mechanism known as "one lease, two contracts, three dividends," carving out a fresh pathway for rural revitalization that strengthens Party building, boosts industries, enriches farmers, and expands collective income.

Mengnuo Township adheres to a strategy of unified planning by the Party committee and front-line攻坚 by village Party branches. By establishing Party branches within the orange orchard's industrial chain and placing the Party flag at the very forefront of production, they fully leverage the exemplary and vanguard role of Party members. This approach converts the Party's political and organizational strengths into industrial development momentum and tangible income growth for villagers, effectively tackling persistent challenges such as fragmented rural industrial layouts, loose links in the farmer-benefiting chain, and weak village-level collective economies.

During the initial phase of project implementation, skepticism among villagers regarding land transfers posed a significant hurdle. Party members stepped up by taking the lead in signing transfer agreements, conducting door-to-door policy briefings, and mediating disputes. Over a two-month period, they visited 346 households across 10 village groups. When allocating orange orchard management units, Party members volunteered first but then gracefully stepped aside when quotas were filled, prioritizing ordinary villagers for management contracts. This demonstration of Party member integrity dispelled public doubts, successfully facilitating the transfer of 10,238 mu of land and achieving the "Mengnuo Speed" of industrial implementation, thereby clearing obstacles and laying a solid foundation for the grand 10,000-mu golden orange orchard.

Under the coordination of Party organizations, both the township and village Party bodies facilitated negotiations between the enterprise and farmers, giving rise to the innovative "one lease, two contracts, three dividends" benefit-linking model. This system generates what is described as "five incomes from one piece of land." The "one lease" involves a tiered, incrementally increasing land transfer rental, structured over a 30-year term divided into three 10-year cycles, ensuring stable, long-term returns for landowners. The "two contracts" divide the orchard into standardized management units, prioritizing employment for farmers who transferred their land. During the pre-fruiting period, these workers receive fixed management salaries, and once production begins, they earn performance-based bonuses tied to yield and quality, effectively transitioning farmers into industrial workers. The "three dividends" allocate 15% of management income as an industry feedback fund, returned to land-transferring households based on their contributed acreage, while an additional 1.5% is channeled into the village collective economy, ensuring industrial gains benefit the masses and bolster collective finances.

Through this mechanism, farmers now enjoy five distinct income streams: land lease payments, management salaries, profit dividends, part-time labor wages, and revenue from selling organic fertilizer raw materials. This comprehensively addresses the limitation of single-source income typical of traditional land transfers. To date, cumulative figures include land rental income of 46.96 million yuan, management wages of 15.3455 million yuan, profit dividends of 1.725 million yuan, labor income of 4.5 million yuan, and organic fertilizer material sales of 640,000 yuan.

To ensure the mechanism's long-term sustainability, the village Party General Branch has established a tripartite consultation platform involving the enterprise, the collective, and farmers. This platform facilitates grievance reporting and standardizes income distribution procedures. Concurrently, the township discipline inspection committee monitors critical stages such as fund disbursement and dividend payouts, protecting villagers' profit shares. Additionally, Party organizations have created technical training platforms where Party member technical experts and enterprise technicians conduct regular, hands-on training in orchard pruning, fertilization, and pest control—literally holding classes in the fields to cultivate local professional talent.

Currently, the base encompasses 345 farming households, with 216 management unit contractors averaging 91,000 yuan in dividends each, and the highest reaching 170,000 yuan. Tianpo Village's collective economy has continued to strengthen, earning recognition as a strong collective-economy village in Baoshan City. This has fostered a virtuous cycle where the enterprise secures its production base, farmers achieve stable income growth, and the collective steadily expands.

Mengnuo Township is deepening industry-chain Party building, integrating industrial growth, grassroots governance, and ethnic unity into a unified effort. Centered on the golden orange orchard, it is transforming barren hills into orchards, farmers into industrial workers, and resources into assets. Through the "one lease, two contracts, three dividends" mechanism, the bond between Party organizations and the masses has grown tighter, with Party-masses relations becoming increasingly harmonious amidst industrial development.
