Guizhou's Qinglong County Advances Near-Zero Carbon Pilot Zone, Green Power Fuels Mountainous Region Revitalization

In Qinglong County, Guizhou Province, a green transformation centered on electricity is quietly reshaping the landscape of the mountainous town of Jichang. From January to May this year, the proportion of green electricity in the town exceeded 56%, meeting near-zero carbon standards. This marks a phased achievement in the near-zero carbon demonstration zone pilot construction undertaken by China Southern Power Grid's Guizhou Power Grid Company in this area.

Jichang Town is endowed with diverse clean energy resources including hydropower, wind, and solar. Leveraging this advantage, local authorities have established a "one-stop" grid connection service window for new energy projects. For low-voltage distributed photovoltaic (PV) systems, online applications and automatic grid connection are implemented to ensure all eligible projects are connected. Currently, the 35kV Jichang substation supplying the town has integrated 4,200 kW of hydropower and 2,330 kW of distributed PV. Its upstream 110kV Qinglong substation has connected 42,000 kW of wind power and 40,000 kW of PV capacity.

By prioritizing local consumption of this green power, the town's proportion of green electricity has increased from around 20% to over 50%. Alongside expanding power sources, grid infrastructure has been upgraded simultaneously. Guizhou Power Grid Company invested 2.78 million yuan to upgrade and add four transformers, increasing capacity by 1,000 kVA. The power supply radius has been reduced to within 500 meters, and the voltage qualification rate improved from 96.2% to 99.96%. Local residents report significant improvements, with previous issues of unstable voltage and malfunctioning household appliances now largely resolved.

To address the output fluctuations of PV power generation, Jichang Town has deployed Guizhou Province's first low-voltage distributed photovoltaic power prediction system. By integrating meteorological data with historical generation curves, the system can forecast output changes 24 hours in advance with an accuracy rate exceeding 92%. This provides technical support for the flexible dispatch of resources like hydropower and energy storage. Concurrently, an on-load capacity regulating transformer has been put into operation. It can automatically adjust power supply capacity based on actual load, running at full capacity during peak hours and automatically reducing capacity to save energy during low-demand periods.

The coordinated operation of these two technologies has enhanced the regional grid's ability to adapt to fluctuations in new energy output. The distributed PV projects are also generating direct income for local farmers. Currently, 57 households in Jichang Town have installed rooftop PV systems and participate in distributed PV power generation. According to Guizhou Power Grid Company's Xingyi Power Supply Bureau, the next step involves applying flexible interconnection technology for transformer areas in this region, complemented by mobile energy storage devices, to further improve the rural distribution grid's capacity for absorbing and reliably supplying renewable energy.

Local authorities indicate that the experience and models developed here can be replicated and promoted in other mountainous areas with similar conditions.
