Green power concept stocks saw a collective rise. At the time of writing, DATANG POWER (00991) was up 7.97% to HK$3.25. CHINA LONGYUAN (00916) rose 2.83% to HK$6.9. HUADIAN POWER (01071) gained 2.5% to HK$4.51. HUANENG POWER (00902) increased by 2.13% to HK$6.72.

Recently, four state departments, including the National Energy Administration, issued an action plan to promote the mutual empowerment of artificial intelligence and the energy sector. The plan calls for the coordinated allocation of energy resources and the construction of computing power facilities, strengthening energy supply to support computing power development, ensuring the safe and stable operation of computing facilities, and building a barrier for energy and digital security. It also emphasizes advancing the statistics on the proportion of green power consumption by computing facilities and carbon emission accounting, enhancing policy guidance for direct green power connections, continuously improving the energy and carbon efficiency of computing facilities, and establishing a full-chain green, low-carbon development system that integrates green power supply, efficient energy use, and carbon emission control.

Changjiang Securities noted that the action plan stresses "strengthening guidance for the layout and planning of computing facility projects, with the proportion of green power usage as a key reference indicator" and "including the renewable energy utilization plan and green power consumption ratio for new and expanded computing facilities as important content in project energy-saving and carbon reduction review evaluations." This incorporates green power consumption into the assessment scope during the project approval and planning stages, promoting a transition from a "post-facto assessment and encouraged option" to a "pre-approval reference and entry threshold" for green power consumption, using rigid constraints to drive green power adoption.
