Anhui Revises Off-Grid Power Supply Pricing: Shared Gains and Losses for Solar and Storage

Anhui Province has updated its pricing policies for off-grid power supply, introducing new rules that allow for the shared allocation of profits and losses from solar and battery storage systems.

Off-grid power supply refers to situations where the utility company cannot directly serve end-users within a serviced area. In these cases, entities like commercial complexes, industrial parks, property managers, or office buildings apply for a consolidated power connection and then supply electricity to their tenants through internal distribution networks. This policy does not apply to incremental distribution grid companies or end-users who resell power without authorization.

Key changes for shared solar and storage benefits

A significant update states that when an off-grid power supplier incorporates solar panels, energy storage, or participates in the electricity market, any resulting financial gains or losses can be shared between the supplier and end-users. This sharing must be based on the principles of equal rights, responsibilities, and fairness. The specific method and standards for this sharing are to be negotiated and agreed upon by both parties.

Pricing rules for end-users

The notice establishes clear pricing guidelines. For end-users without time-of-use meters, the monthly electricity rate is calculated as the average monthly electricity price multiplied by 1 plus the power supply loss rate, which is capped at 10%. End-users with time-of-use and demand meters will be charged according to the corresponding rates in the provincial power company's published tariff table.

Bans on improper fees and cost shifting

The policy strictly prohibits off-grid suppliers from charging their own electricity consumption, common area electricity costs, or any other service fees (like "public energy consumption fees" or "safety fees") to end-users. Such costs must be covered by property fees, rent, or public income. It also bans mandatory services, bundled charges, and forced power cuts for non-payment of unauthorized fees. The total amount collected from end-users cannot exceed what the supplier pays to the grid company.

Implementation and oversight

Off-grid suppliers are required to maintain detailed billing records and disclose them to end-users monthly. The new policy, which replaces the 2021 version, will take effect on September 1, 2026. Local development and reform commissions and power companies are tasked with publicizing the policy and cooperating with market regulators to enforce compliance.
