Six Departments Unveil Plan to Enhance Supply-Demand Alignment and Boost Consumption

The Ministry of Industry and Information Technology (MIIT), along with five other government bodies including the National Development and Reform Commission and the People's Bank of China, has jointly issued an implementation plan to strengthen the alignment between consumer goods supply and demand, further stimulating consumption.

The plan, approved by the State Council, aims to drive industrial upgrades through consumption growth and meet diverse consumer needs with high-quality supply, achieving a higher-level dynamic balance between supply and demand.

By 2027, the plan targets a significant optimization of the consumer goods supply structure, fostering three trillion-yuan-level consumption sectors and ten billion-yuan-level consumption hotspots. It also aims to cultivate globally renowned, culturally rich high-end consumer products. By 2030, a high-quality development framework featuring positive supply-demand interaction is expected to take shape, steadily increasing consumption's contribution to economic growth.

The plan outlines 19 key tasks across five areas:

1. **Expanding New Growth Areas**: Accelerating innovation in new technologies and business models, including emerging industries, responsive manufacturing, and AI integration.

2. **Deepening Existing Markets**: Enriching niche and innovative products, such as green goods, rural consumption upgrades, leisure and sports products, health innovations, heritage brands, and diversified interest-driven consumption (e.g., pet accessories, anime merchandise, trendy fashion, and low-altitude tourism like drone-based activities). The plan also supports local IP development, brand licensing, and the integration of themed stores in traditional retail spaces.

3. **Segmenting Consumer Markets**: Tailoring products for specific demographics, including children, students, fashion enthusiasts, and the elderly. For seniors, the plan emphasizes R&D for assistive devices (e.g., care robots, health monitors) and age-friendly apparel, food, and daily necessities. E-commerce platforms and supermarkets are encouraged to dedicate sections to silver-haired consumers.

4. **Creating New Consumption Scenarios**: Promoting product launches, regulated platform-based consumption (e.g., live commerce, instant retail), and immersive experiences leveraging VR, AI, and blockchain. Platforms are urged to ensure merchant compliance and streamline dispute resolution.

5. **Improving the Ecosystem**: Enhancing fiscal and financial support, organizing themed events, and maintaining market order.

MIIT will collaborate with stakeholders to implement the plan, fostering innovative products and scenarios to unlock consumption potential.
