Jiangning District has taken the lead in implementing a "one-stop service" for construction project commencement approvals, hitting the "accelerator" on the approval process, with major projects receiving permits in just 2 days.
Work continues during holidays as projects gain "acceleration." On October 8th, at the construction site located between Wangxi Road to the east and Jian'an Road to the west in Jiangning High-tech Park, the Terida Smart Electric (Jiangsu) Co., Ltd. intelligent power transmission and distribution equipment production base project was conducting temporary water and electricity on-site construction and site leveling to lay the foundation for subsequent pile foundation construction. "From application to permit issuance took only 2 days. The 'Jiangning Speed' is incredible!" said project representative Han Lihua, praising the bustling construction scene.
As a district-level major project in Jiangning District, the Terida intelligent power transmission and distribution equipment production base project has a total investment of approximately 300 million yuan and a total construction area of about 14,000 square meters. It will construct new factories and supporting auxiliary facilities. Upon completion and full production, the project is expected to produce 20,000 intelligent distribution terminals annually.
Han Lihua explained that on September 24th, the Jiangning District Data Bureau provided full agency services through the "Jiangsu Government Service Network 'One-Stop Service Zone'," completing online applications for "construction permits and temporary water supply installation" services. Two days later, the project successfully obtained construction permits, quality supervision, and water supply plan joint response documents and other related certificates.
The achievement of obtaining permits in just 2 days from application cannot be separated from the coordinated efforts of multiple departments in Jiangning District. Before the project application was initiated, Jiangning District Data Bureau jointly convened a special promotion meeting for Terida construction project commencement "one-stop service" with the Jiangning High-tech Zone Major Projects Office, clarifying the materials needed for the company's pile foundation commencement. Meanwhile, under the guidance of the Municipal Data Bureau and Municipal Construction Committee, the bureau immediately activated the full-chain approval service mechanism, leading multiple departments including Jiangning District Urban Construction Bureau, District Urban Management Bureau, and Water Group to conduct parallel online approvals, completing all material approvals within 6 working days.
Before the National Day holiday, the Kesi Electronic Information Equipment Production Base Construction Project, Binjiang Economic Development Zone and New Materials Industrial Park Ecological-Oriented Development (EOD) project, and Jiangning High-tech Zone NO.2025G39 plot real estate development project also successfully obtained construction permits, quality supervision, construction waste disposal approval, and other related certificates.
Construction project commencement "one-stop service" is one of the first batch of key items in the State Council General Office's 2025 "Efficiently Complete One Thing" initiative. At the beginning of this year, the "Jiangsu Province Implementation Plan for Efficiently Completing Construction Project Commencement 'One Thing'" proposed strengthening departmental coordination, restructuring business processes, and enhancing data sharing to integrate multiple individual matters involved in construction project commencement into "one thing" for one-time processing.
Since this work was deployed, Jiangning District Data Bureau has established a "Construction Project Commencement 'One Thing'" service window in the full-chain approval service hall, integrating construction permits, fire safety reviews, construction waste disposal, and other services to provide "one-stop" consultation and processing services. Companies can apply through the online "Jiangsu Government Service Network 'One-Stop Service Zone'" or offline service windows.
Through implementing a service model of "one notification, one application form, one set of materials, one window (terminal) acceptance, one submission, one joint processing, one-line response," they achieve one-time application submission, real-time data sharing, and integrated business processing, effectively solving pain points, difficulties, and bottlenecks such as multiple procedures, long processing cycles, and repeated material submissions involved in construction project commencement.
Offline processing requires "entering only one door," while online processing achieves "one-network service," truly realizing "less running for the public, more service delivery," allowing enterprises to genuinely experience "Jiangning Speed" in the approval process.
According to statistics, since Jiangning District's construction project commencement "one-stop service" implementation, enterprise visits have decreased from 6 times to 1 time, approval materials have been compressed from 28 items to 20 items, and approval time has been shortened from 8 working days to 2 working days.
Project commencement "one-stop service" is an integrated reform measure for full-chain approval at the project commencement stage, and its efficient implementation is closely related to local full-chain approval service achievements. According to Jiangning District Data Bureau, from January to August this year, the district's full-chain approval service team focused on projects in the pipeline, cumulatively serving 265 projects and successfully promoting 16 projects to achieve "immediate construction upon land acquisition," with 9 projects achieving "five certificates issued simultaneously." Both key indicators rank first citywide.
To make the business environment "endlessly optimized," local authorities have made multi-dimensional efforts to enrich enterprise service supply. Using "efficiently completing one thing" as the core approach, focusing on key matters throughout the entire lifecycle of business entities and individuals, they continue to promote cross-departmental coordination, data sharing, and process reengineering, driving government services from "can be done" to "well done" and "easily done."
Focusing on enterprise full lifecycle service needs, they have created the "Jiangning Government-Enterprise Connect" platform. After enterprises submit meeting requests, the platform can quickly coordinate 48 departments and 416 offices across the district, providing precise services with "one responsible leader, one service team, one personalized solution," attracting 5,176 enterprises to register and use the platform.
Statistics show that as of the end of September, Jiangning District has implemented 52 "efficiently complete one thing" items with cumulative processing volume exceeding 60,000 cases. Seven "one thing" services including opening restaurants, disability services, and public rental housing applications have been extended to street (community) convenience service centers (stations), with processing time reduced by an average of about 66%, and application materials and visits reduced by an average of over 70%.
