Xinjiang Unveils 15th Five-Year IP Plan, Aiming to Build a Leading Intellectual Property Hub on the Silk Road Economic Belt by 2030

Xinjiang has officially released its intellectual property development blueprint for the 15th Five-Year Plan period, setting an ambitious target to establish itself as a premier IP region along the Silk Road Economic Belt by 2030.

The comprehensive plan, issued by the regional market regulation and IP administration, outlines a vision for a more robust legal framework for IP protection, significantly stronger enforcement capabilities, and a more pronounced role for intellectual assets in driving innovation and economic growth.

The blueprint builds upon the achievements of the 14th Five-Year Plan period, incorporating region-specific development indicators that leverage Xinjiang's natural resource advantages, industrial base, and strategic position in opening up to the outside world.

The plan encompasses 25 priority tasks across seven key areas, ranging from strengthening legal safeguards for IP rights to cultivating a distinctive IP-driven economy and fostering international exchange and cooperation in the field.

Regarding legal protections, the plan calls for developing new rules to address emerging sectors including new energy, advanced materials, and high-end equipment manufacturing. Enforcement efforts will be intensified through special campaigns, while a dedicated platform will be strengthened to help local businesses navigate overseas IP disputes.

In terms of commercializing IP assets, the plan targets the cultivation of high-value patents and patent portfolios in industries where Xinjiang holds competitive advantages, including specialty forestry and fruit products, coal, new energy, advanced materials, biopharmaceuticals, and strategic emerging sectors.

The strategy also emphasizes brand development across agriculture, petrochemicals, new energy, pharmaceuticals, and modern services, aiming to create distinctive trademarks and industry cluster brands with strong market recognition and credibility.

For the public service aspect, the plan introduces streamlined one-stop services for businesses, upgrades IP service institutions at the regional, prefecture, and county levels, and promotes greater utilization of IP data resources.

Eight special initiatives have been designed to support the implementation, including programs focused on leveraging IP to boost the ice and snow economy and cultivating specialized talent, creating a comprehensive task-and-measure framework to ensure measurable progress.
