At the distribution center of the Shunzhai Modern Agricultural Park in Gu'an, vegetable farmers are busy packaging fresh produce to ensure market supply. Commercial logistics connects production with consumption. Recently, a visit to the Yongdingcheng·Beijing-Tianjin-Hebei (Gu'an) International Trade City revealed a diverse range of winter clothing filling the shelves of various shops, with retailers and consumers bustling about, placing orders, packing, and shipping, showcasing the vibrant consumption vitality and strong momentum in the development of the modern commercial logistics industry. The trade city currently operates over 300 direct logistics lines and more than 500 transfer routes, truly achieving "one point sends goods across the country." The lively consumption scene at Yongdingcheng·Beijing-Tianjin-Hebei (Gu'an) International Trade City is just a microcosm of the robust growth of our city’s modern commercial logistics sector.

In recent years, our city has focused on the vision of "building Langfang into a world modern commercial logistics center," continuing to accelerate industrial aggregation and promoting the integration of business forms, resulting in a diverse "logistics+" development pattern that advances high-quality growth in the modern commercial logistics industry. Impressive statistics affirm the vigorous development of this industry in our city. In the first half of this year, the modern commercial logistics sector achieved a value added of 42.06 billion yuan, a year-on-year increase of 9.4%, accounting for 24.4% of GDP; total social logistics costs reached 22.52 billion yuan, representing 13.2% of GDP, which is 0.8 percentage points lower than the national level and 0.7 percentage points lower than the provincial level.

The "logistics + agriculture" sector is deepening its development. From January to August, the volume of express deliveries for agricultural products in our city reached 11,152,860 items. Ten provincial-level "vegetable basket" emergency bases, 22 vegetable production bases around Beijing, and ten "clean vegetable" demonstration bases have been established. The total sowing area of the Beijing area, clean vegetable base, and vegetable basket emergency supply base reached 15,900 acres, supplying 93,000 tons of vegetables to Beijing and generating an output value of 530 million yuan, while 455,200 tons of vegetables were shipped to Beijing, accounting for 14.2% of the city's demand.

The "logistics + manufacturing" sector is achieving collaborative efficiency. Our city has linked 195 enterprises from four industries—food, home appliances, medical devices, and automotive parts—with JD.com, facilitating cooperation with five enterprises that have established dedicated stores on the JD platform, while three others have engaged in cooperative projects with JD’s self-operated business. Our province has taken the lead in issuing the "Langfang City Unmanned Driving Equipment Temporary License Plate Coding Rules, Standard Styles, and Application Guidelines," clarifying the approval process for unmanned delivery vehicles, and deploying 66 of these vehicles across counties and districts such as Sanhe, Xianghe, and Guangyang. Collaborations have also been secured with leading unmanned vehicle companies, such as Beijing New Stone Tools and Suzhou Nine Senses Intelligent Technology.

The "logistics + commerce" aspect is enhancing quality and capacity. Currently, our city has established five cross-border e-commerce industrial parks, with the Guangyang Cross-border E-commerce Industrial Park and Langfang Airport Cross-border E-commerce Industrial Park being recognized as provincial-level parks. In the first half of this year, the city’s online retail sales reached 17.177 billion yuan, a year-on-year increase of 5.82%. Additionally, the "logistics + technology" sector is witnessing enhanced innovative capabilities, the "logistics + cultural tourism" sector is accelerating its integration, and the "logistics + finance" sector is upgrading its services. This further promotes the deep integration of modern commercial logistics with various fields. Currently, 37 research and development platforms in the modern commercial logistics sector have collectively obtained 623 intellectual property rights, with research and development investments of 137 million yuan from January to August.

On October 18, ZTO Express opened its northern headquarters in the Guangyang Economic Development Zone, marking the full operation of the eight major express brands' regional headquarters or operational centers in our city. This is set to elevate the level of express services in the Beijing-Tianjin-Hebei area. The express regional headquarters industrial cluster has significantly strengthened our city's core hub status in the national express network and its resource allocation capabilities, enhancing its operational functions that service Beijing-Tianjin-Hebei while radiating across the country and even globally.

In efforts to propel the modern commercial logistics industry towards the integration enhancement of version 2.0 and international integration of version 3.0, while continuously lowering logistics costs and improving economic circulation efficiencies, our city will focus on four key areas: strengthening investment attraction, solidifying cost reduction foundations, deepening industrial integration, and optimizing the development environment. This includes innovating international, industrial chain investment strategies to attract regional headquarters and subsidiaries of central enterprises and domestic and international leading companies, cultivating local enterprise supply chain sectors, and strengthening industry clusters; accelerating the establishment of a global aviation logistics hub and a railway logistics hub in the core area of Beijing-Tianjin-Hebei; building the Langfang Land Port Logistics Park and the International Commercial Logistics Port to enhance hub functionalities; continuously deepening the "logistics+" strategy and expanding the "supply chain+" model to promote cross-industry and cross-business integration in commercial logistics, further improving the modern commercial circulation system; and focusing on enterprise needs, implementing improvements in five major environmental areas—market, government affairs, elements, legal framework, and creditworthiness—while actively advancing various demonstration pilot projects to further stimulate new drivers for high-quality industrial development.
