Hunan Unveils Strategic Blueprint Targeting 200 Billion Yuan in Intelligent Robotics Sector

On August 17, the Information Office of the Hunan Provincial People's Government held a press conference to detail the recently issued Implementation Opinions on Accelerating the Development of the Intelligent Robotics Industry. The policy document, officially released on August 15 with a five-year validity period, outlines a comprehensive strategy to build a complete industry chain covering key materials, core components, whole-machine R&D, pilot testing, intelligent manufacturing, scenario applications, and data feedback.

The plan focuses on three primary segments: industrial robots, service and consumer robots, and special operation robots. By 2028, the province aims for the industry chain's revenue to surpass 100 billion yuan, cultivating approximately five leading chain enterprises. By 2030, the target escalates to exceeding 200 billion yuan with around ten leading firms, positioning Hunan within the nation's top tier for industrial strength. Changsha is designated as the province's technology source and innovation hub, concentrating on robot bodies, high-end controllers, and embodied intelligence algorithm development.

Three key considerations underpin Hunan's strategic decision to make intelligent robotics a pillar industry for the 15th Five-Year Plan period. First, the province's robust industrial base includes five national advanced manufacturing clusters in engineering machinery, rail transit equipment, small and medium aero-engines, new-generation autonomous secure computing systems, and ultra-high voltage transmission equipment. Second, intelligent robotics represents the critical bridge where AI transitions from the digital to the physical world, making early adoption a strategic imperative. Third, leading enterprises including Zoomlion Heavy Industry, SANY Group, and Lens Technology are already pursuing intelligent upgrades, with this policy serving as proactive support for shifting growth drivers.

Hunan's confidence rests on four advantages. In manufacturing, mature processes in heavy-load processing, precision structures, and hydraulic servo control at companies like Zoomlion, SANY, and Lens Technology can transfer directly to robotics, while local supplies of cemented carbide, carbon-based materials, high-grade silicon steel, and lightweight alloys meet industry requirements. In the supply chain, upstream enterprises are emerging in servo motors, joint modules, reducers, industrial lenses, and sensing chips, while midstream manufacturers are developing signature products across industrial, service, and special robot categories. For innovation, platforms such as the National Engineering Research Center for Robot Visual Perception and Control and the Hunan Embodied Intelligence Innovation Center, alongside university teams from NUDT, Central South University, and Hunan University, provide stable talent and R&D support. In applications, diverse scenarios spanning complex industrial workstations, hazardous special operations, and large-scale livelihood needs create natural training grounds, fostering a virtuous cycle where products are cultivated through real-world use.

The Implementation Opinions outline ten major projects: chain leader cultivation, conversion of manufacturing advantages, supply chain integration, industrial clustering, innovation capability enhancement, application scenario development, innovative product refinement, data and computing infrastructure, talent recruitment and training, and fiscal and financial guarantees. Hunan's most distinctive approach involves converting existing manufacturing strengths, with support for engineering machinery, rail transit, and aerospace firms to extend into core robot components and whole machines while promoting the transfer of electronic information software and hardware expertise to servo drives, motion controllers, vision and force sensors, and algorithm models.

Chain leader cultivation will establish normalized support mechanisms at both provincial and municipal levels, encouraging leading firms to form innovation consortia. To address supply chain gaps, the integration project will map the complete industry landscape and implement targeted initiatives to achieve self-sufficiency in critical materials such as lightweight alloys, PEEK specialty engineering plastics, and high-energy-density energy storage materials. For regional development, the clustering project supports cities in attracting quality enterprises based on local resource endowments, aiming to create at least two provincial-level robotics industry clusters.

Supporting measures include innovation capability enhancement through high-level platforms and incentive programs for core technology breakthroughs. The application scenario project will regularly launch smart robot initiatives, supporting approximately 20 typical use cases annually, while the product refinement project backs around 30 innovative products each year. A dedicated robot computing pool will be established to coordinate data, computing power, and algorithms. Talent programs will publish dynamic lists of urgently needed high-end expertise, and fiscal measures include the establishment of a 10 billion yuan future industry sub-fund under the Golden Hibiscus Investment Fund framework.

Governance will be strengthened through a dedicated intelligent robotics industry task force under the Manufacturing Power Province Leadership Group, alongside a statistical monitoring system and expanded international cooperation via platforms such as the World Computing Conference and the China-Africa Economic and Trade Expo. Changsha, as the designated technology source, is already translating innovation into practical results. Zoomlion's humanoid robots are undergoing trial runs on its own production lines, and Lens Technology has entered the supply chains of leading global robot customers for embodied intelligence hardware. Vizbot's AI welding robots and Changtai Robot's intelligent fabric inspection machines have achieved batch deliveries, while Yingfeng Environment's smart cleaning robots and Xingshen Intelligence's autonomous delivery vehicles operate routinely across Changsha. Chaobo Robot has opened the world's first robot 9S store, bridging the gap from factory to retail.

Supporting ecosystems are consolidating as well. Xiangjiang New Area hosts 532 key enterprises in AI and sensor industry chains with output exceeding 30 billion yuan, the Hunan Embodied Intelligence Innovation Center in Changsha Economic Development Zone has gathered nearly 30 robotics ecosystem companies, and Yuhua Economic Development Zone ranks among the top ten national robotics industry parks. With this new policy framework, Changsha's intelligent robotics sector is poised for accelerated growth, with innovations moving from workshops to showrooms and embedding real-world solutions into the province's technology-driven future.
