On January 13, Shanghai released the "Several Measures for Promoting the Integrated Development of Service Industry Quality Improvement, Efficiency Enhancement, and Consumption Boost and Expansion." The measures mention enhancing the quality of elderly care services. Support is provided for the construction and renovation of double rooms in elderly care institutions, with subsidies granted based on the number of beds. Support is also given for the conversion of existing commercial and office buildings into elderly care facilities, and districts are encouraged to provide one-time subsidies according to the number of beds. The implementation method of "replacing subsidies with rewards" will be adjusted and improved to support the development of professional care-oriented day care institutions and home visit service agencies; one-time rewards will be given based on the service quality monitoring results of the institutions, supporting their chain development. The training of intermediate and senior elderly care nurses will be strengthened. A wider variety of age-friendly products and services will be enriched, and the subsidy policy for age-friendly home modifications will continue. The Shanghai International Aged Care, Assistive Devices, and Rehabilitation Medical Expo and the Shanghai Silver Hair Life Festival will be successfully held. The launch of exclusive health insurance products for the elderly population is encouraged, and support will be provided for special groups to enroll in health insurance products where care services are the claim benefit. Financial institutions are encouraged to develop pension trust products.
