"Quzhou-Zhapu-Ningbo" Container Sea-River Foreign Trade CCA Route Officially Launched

On December 13, the "Quzhou-Jiaxing Zhapu Port-Ningbo Zhoushan Port" CCA route was officially launched, marking Qujiang Port Area of Quzhou Port, as an inland river port, officially becoming both the port of departure and destination for international logistics transportation.

CCA refers to the "through bill of lading" multimodal transport model, which integrates inland river shipping with maritime resources. Enterprises can now complete import and export procedures with just one CCA "combo ticket" and a single security check, achieving "one-time entrustment, one bill throughout, and one-time clearance."

At 10 a.m., the export procedures for calcium chloride products from Zhejiang Juhua Group Import & Export Co., Ltd. were completed at the Qujiang Port Area customs supervision site. The first batch of containers from Mediterranean Shipping Company slowly departed Qujiang Port Area, bound for Singapore via inland waterways and Ningbo Port. This also signifies the official operation of the Qujiang Port Area customs supervision site.

Previously, Quzhou-based enterprises had to go through time-consuming customs clearance procedures at coastal ports. With the CCA agreement signed between Qujiang Port Area and shipping companies, the port of departure on shipping documents can now be directly listed as Qujiang Port Area, allowing all customs procedures to be completed locally. By purchasing a single CCA "combo ticket," enterprises can expedite their exports. Zheng Yunfei, Deputy General Manager of Quzhou Smart Port Development Co., Ltd., stated that this route reduces logistics costs per container by 20%-30%. For example, this shipment saved the company approximately RMB 10,000.

Xu Guoqun, head of Quzhou Customs Inspection Division, noted that Quzhou Customs proactively coordinated with Qujiang Port Area to streamline export processes, guide enterprises in proper documentation, and ensure efficient customs clearance.

As the first high-standard waterway port in western Zhejiang, Qujiang Port Area’s customs supervision site will integrate into the logistics networks of major international hubs like Ningbo Zhoushan Port and Shanghai Port, providing local enterprises with a "near-sea" platform for global market access. This initiative will attract more high-quality foreign trade resources, helping western Zhejiang overcome inland constraints, leverage its strategic location as a "hub connecting four provinces," and integrate deeper into the global economy.

Moving forward, Quzhou Customs will collaborate with Qujiang District to enhance regulatory efficiency, expand cross-border transport facilitation, diversify international logistics solutions, and further reduce costs. Efforts will also explore synergies between the customs supervision site, Quzhou Comprehensive Bonded Zone, and bonded warehouses to drive open economic development in western Zhejiang.
