Liaoning Initiates Digital Mapping of Public Infrastructure and State-Owned Asset Information

Liaoning Province has launched a pilot initiative to create a unified digital map of public infrastructure and other state-owned assets, aimed at strengthening asset management and improving efficiency. The move is designed to provide a clearer picture of the scale, distribution, and structure of these assets, which is essential for informed decision-making.

The provincial Department of Finance, in collaboration with several other government bodies including the departments of Natural Resources, Housing and Urban-Rural Development, Transport, Water Resources, Agriculture and Rural Affairs, and Culture and Tourism, has jointly issued a work plan for the pilot registration of geographic information for public infrastructure assets. This initiative is intended to make state-owned asset information spatially visible and data traceable, thereby elevating the level of digital asset management.

The initial phase of the pilot program will be conducted in Shenbei New District of Shenyang and Tai'an County of Anshan. The plan clearly defines the roles and responsibilities of provincial, municipal, and pilot-area authorities, requiring all relevant departments to organize implementation, provide professional guidance, and facilitate data sharing according to their management levels and duties. Asset custodian units in the pilot areas are expected to follow the principle of "whoever bears the management and maintenance responsibility registers the asset," completing a full workflow that includes asset inventory, accounting entry, asset information card completion, asset labeling, and geographic information registration. This approach is designed to foster a coordinated, cross-departmental working mechanism that connects all levels of government.

According to an official from the Provincial Department of Finance, the pilot work will strictly adhere to regulations governing administrative and institutional state-owned assets, government accounting standards, and management systems for various infrastructure and cultural relic assets. For public infrastructure assets that were constructed long ago and lack original data, the province will expedite the development of replacement cost standards to ensure that all assets are properly registered and accounted for. The initiative will utilize a unified national asset mapping platform for online data entry, with a focus on conducting item-by-item geographic information labeling and verification on electronic maps. The ultimate goal is to create a comprehensive "single map" of public infrastructure assets that encompasses their quantity, distribution, structure, and management status.

This pilot program will also serve as an opportunity to integrate with the province's broader efforts to review and revitalize state-owned assets. Liaoning aims to strengthen the analysis and application of pilot results, promote the effective linkage between public infrastructure asset management and budget and debt management in the pilot areas, and provide decision-making support for optimizing resource allocation and delivering high-quality public services.
