Nanjing Unveils Business Environment Enhancement Plan to Transition from "Government-Selected Services" to "Enterprise-Chosen Solutions"

Nanjing has officially released its 2026 Action Plan for Optimizing the Business Environment. The plan introduces 12 specific measures across four key dimensions: enhancing enterprise services, improving administrative efficiency, strengthening resource coordination, and deepening institutional innovation.

Adopting a problem-oriented approach, the plan focuses on removing obstacles in policy implementation. It emphasizes principled innovation to activate the city's internal development momentum. Through integrated reforms, the initiative aims to build the Nanjing brand and shift policy supply from a "government-selected services" model to an "enterprise-chosen solutions" approach, laying a foundation for a market-oriented, law-based, and international first-class business environment at the start of the 15th Five-Year Plan period.

Smart services are activating innovation momentum. At the business environment optimization conference, attendees found two QR codes on their tables—one for business environment policies and another for the enterprise service center—allowing instant access to policy documents and service portals. This thoughtful detail demonstrates Nanjing's commitment to digital, intelligent, and convenient business environment development.

In government service innovation, the plan promotes "AI+government services" by leveraging Nanjing's government service large model foundation to create intelligent service agents. Technologies like smart guidance, chat-based processing, virtual windows, and intelligent matching will deepen the integration of AI across government departments, enabling more precise delivery of business-friendly policies. The plan also enhances intelligent license approval processes, advancing full-process smart review for permits like special work safety permits to achieve "zero contact" and "zero paperwork" digital certification.

"Nanjing's leadership understands AI. As a company entering the AI field two years ago, we deeply feel Nanjing's emphasis and support for tech innovation enterprises," said Yang Tong, Chairman of Nanjing Kaiwei Network Technology Co., Ltd. Since relocating its headquarters to Nanjing, the company has recruited key talent from local universities, with its AI products now approaching ten million overseas users.

Building on Nanjing's established experience in business environment optimization, the plan introduces distinctive reform measures in innovation empowerment and resource allocation. Through systematic innovation, it aims to continuously activate enterprises' internal development momentum and foster a virtuous cycle connecting technology, industry, and finance.

For innovation empowerment, the plan will enhance the "Ningkehui" technology achievement transformation platform, dispatch technology deputies to enterprises, and deploy "AI+industrial scenarios." In resource allocation innovation, it specifies expanding the "4+N" industrial fund cluster and exploring financing paths like "warrant+loan" and "cross-border e-commerce loans."

Nanjing's Finance Bureau has demonstrated strong policy guidance through combined financial measures including investment, loans, guarantees, and insurance. In 2025, municipal loan interest subsidies of 80 million yuan leveraged 17.4 billion yuan in social financing, while guarantee fee subsidies exceeding 48 million yuan activated 26.794 billion yuan in financing. The "enjoy without application" policy reduced enterprise loan rates to as low as 0.9%.

To advance application scenarios, Nanjing's Industry and Information Technology Bureau will expand the "Ningduijie" industrial chain platform functions, amplify the "Ninggongpintui" brand effect, promote cross-regional mutual recognition of technology innovation vouchers, and accelerate the construction of OPC Community and Zijinshan International Sci-Tech Fund Street.

Additionally, the Finance Bureau has implemented 60 financial policy products on the "Ningqitong" platform for "one-click access and on-demand acquisition," facilitating precise matching between capital supply and demand.

The ultimate goal of optimizing the business environment is to help enterprises grow and become "urban development partners." Leveraging Nanjing's innovation advantages, industrial foundation, and open positioning, the plan creates distinctive brands in institutional openness, inclusive regulation, and coordinated resource services to strengthen enterprise confidence in establishing long-term roots in Nanjing.

The plan proposes deepening the free trade zone enhancement strategy, developing no fewer than 10典型案例 of institutional openness, and establishing a Yangtze River Delta comprehensive service center for overseas enterprise development plus the "Jinling Shumaotong" data cross-border flow public service platform.

Nanjing Jiangbei New Area serves as a frontier for institutional openness, providing fertile ground for policy innovation pilots that transform Nanjing's open advantages into enterprise development benefits. Nanjing Liblab Biotech Co., Ltd., rooted in the Bio-medicine Valley for over ten years, recently announced that its core product Liblab has received orphan drug designation from the European Commission for treating extra-pulmonary neuroendocrine carcinoma.

"Biomedicine is a long-cycle, high-risk industry. The Bio-medicine Valley staff understand industry characteristics, focus beyond short-term profits, and provide targeted support, demonstrating patience and wisdom in accompanying enterprise growth," said Kang Xiaoqiang, the company's chairman, who has witnessed significant business environment improvements since starting his business in Nanjing 11 years ago. The company listed on the Hong Kong Stock Exchange last July, becoming China's first T-cell engager stock, with global recognition of Chinese innovative drugs' value increasing.

This year, Nanjing will establish dedicated zones at all government service centers to create offline comprehensive enterprise service areas, enabling businesses to handle affairs through "one door only." The city will also upgrade the "Ningqitong" platform as the primary enterprise service portal, integrating business-friendly policies, convenient services, and government-enterprise interaction into a one-stop platform.

The plan further deepens the pilot of the AEO system, exploring its expansion to more sectors. By creating a "scan-to-enter" supervision model and improving an enterprise inspection "white list" system, the reforms aim to minimize disruption to normal business operations. Inspection items require prior specialist confirmation, with a three-level service center and specialist system ensuring "no unnecessary disturbance, but responsive service when needed."

Nanjing took the lead in Jiangsu province by implementing the AEO system in the industrial sector in 2025, introducing combined inspections that reduced enterprise inspections by 30% annually. Yu Dunde, CEO of Nanjing Tuniuc Technology Co., Ltd., noted that continuous business environment optimization gives companies greater confidence to operate securely and develop assuredly.
