In a recent display of efficient government coordination, Taishan District in Tai'an City, Shandong Province, held a high-level project advancement meeting to address planning challenges for the Taishan Traditional Chinese Medicine Industrial Park. This initiative highlights the local government's "solution-oriented mindset" and execution efficiency in serving enterprises.
As a key 2025 project for Taishan District, the industrial park spans 20,000 square meters with a total investment of 300 million yuan. The development will include a high-standard quality inspection center, innovative drug R&D facilities, national-level laboratories, and a production base for traditional Chinese medicine decoction pieces. Currently, approximately 9,000 square meters of main structural construction has been completed.
In early June 2025, Taishan Guoxin Technology Development Group completed its acquisition of a 35% stake in the industrial park from Shandong Haitian Intelligent Engineering Co. However, construction faced constraints due to existing factory layouts and insufficient eastern planning boundary clearance, which affected both long-term development plans and fire safety compliance requirements.
"Market opportunities wait for no one—we needed immediate solutions," said Feng Kai, Deputy General Manager of Taishan Guoxin Technology Development Group. The Taishan District Medical and Medical Devices Industry Chain Task Force quickly mobilized resources, convening representatives from multiple departments including the Taishan Economic Development Zone, Urban Planning Center, Ecological Environment Bureau, Housing and Urban-Rural Development Bureau, and Administrative Approval Service Bureau.
During the meeting, experts and officials conducted feasibility assessments for boundary adjustments and proposed preliminary solutions. "This collaborative approach solved our core challenges in a single session, eliminating the need for multiple departmental negotiations," Feng noted.
This case exemplifies the task force's systematic approach to industrial development. Throughout 2025, the group has implemented full project lifecycle services for 11 medical construction projects, including: - Operational deployment of temporary warehouses for Shandong Jingwei Pharmaceutical - Trial operations for Jinshan Resort's senior living transformation - Equipment installation for Baolilai's 20-million-unit oral immune microecological preparation project
For newly signed projects like Beixin Biotech Industrial Park (Phase II) and Shoubi Taishan Yaochi Wellness Center, the task force accelerated approval processes through coordinated efforts with relevant bureaus. Both projects have completed design reviews and are progressing toward construction permits.
The task force is currently tracking four additional projects across biopharmaceuticals, high-end medical devices, and healthcare services, implementing tailored follow-up mechanisms to strengthen Taishan District's medical industry supply chain. Moving forward, the group will enhance cross-departmental coordination and establish responsive policy guidance systems to accelerate project completion and operationalization for key developments like the Taishan Traditional Chinese Medicine Industrial Park.
