Guizhou to Adjust Electricity Prices Starting Tomorrow

Starting tomorrow, electricity prices in Guizhou Province will see changes. On July 27, the Provincial Development and Reform Commission released a notice regarding the fourth regulatory cycle for Guizhou's power grid transmission and distribution pricing, which will take effect on August 1, 2026.

The notice clearly defines pricing standards for various electricity consumption categories. For residential and agricultural electricity use, the existing direct electricity sales price policy will continue, with prices remaining unchanged. For industrial and commercial users, transmission and distribution prices for each voltage level have been simultaneously announced. The transmission price for electricity sent out of the province across each voltage level is set at 0.0302 yuan per kilowatt-hour (including tax, excluding line losses).

The notice specifies that line loss charges at the grid connection stage will be listed separately from transmission and distribution prices. These charges will be calculated based on the actual electricity purchase on-grid price and the line loss rate at the grid connection stage. The line loss rate for electricity at various voltage levels within the province is set at 4.5%. For users participating in the provincial electricity market transactions, once conditions permit, their corresponding line loss electricity at the grid connection stage can be directly purchased on the electricity market. For electricity sent out of the province, the line loss rate at the grid connection stage for each voltage level is 1.13%.

Pumped storage and grid-side independent new energy storage facilities will be treated as users when pumping or charging electricity. They will pay grid connection stage line loss fees and system operation fees, and temporarily implement transmission and distribution pricing based on a single electricity type for users. When generating or discharging electricity, corresponding transmission and distribution fees will be deducted.

Additionally, the notice sets forth work requirements for grid companies and the Guizhou Power Exchange Center.
