Changchun City in Jilin Province has issued the "Changchun Employee Innovation Subsidy Fund Management Measures (Trial)" to encourage and support technological innovation activities by employees. The initiative specifically targets technical research, technological upgrades, and inventions independently undertaken by members of innovation studios. The 2026 application period for the innovation subsidy fund has commenced.
The application process is primarily open to municipal-level employee innovation studios, as well as innovation studios led by model workers and skilled artisans at the municipal level or above. Innovation teams that have not yet established a studio but meet the criteria for a municipal-level employee innovation studio are also eligible to apply.
Eligible projects cover areas such as process technology innovation, filling technological gaps in specific fields, and the development and application of emerging technologies like artificial intelligence. Projects are expected to demonstrate significant potential for economic or social benefits.
Regarding financial support, the maximum subsidy for a single project is generally set at 100,000 yuan. However, for exceptionally significant projects deemed to require key support, the amount can be adjusted appropriately, with a maximum subsidy of 400,000 yuan. Project implementation periods are typically not to exceed two years, and any major changes require approval from the Changchun City Federation of Trade Unions.
The application and selection process will strictly adhere to the principles of "hierarchical recommendation, expert review, and public announcement." Projects from non-public enterprises will undergo a separate review process.
In recent years, the Changchun City Federation of Trade Unions has continuously deepened its services for employee innovation. To date, it has organized five city-wide events to showcase outstanding employee technological innovation achievements, releasing a total of 976 innovation projects. Among these, 79 achievements were selected for national and provincial-level employee innovation exchange activities.
Concurrently, the Federation has guided enterprises in actively establishing employee innovation studios, creating platforms for skill learning, exchange, innovation, and tackling challenges. A total of 277 municipal-level employee innovation studios have been established, each receiving 10,000 yuan in support funding. In 2025, the Federation innovatively launched the inaugural Changchun Employee Innovation Micro-Course Competition (a municipal-level skills competition), aiming to help translate more "golden ideas" into tangible benefits.
