Shandong Issues Guidelines to Vigorously Develop Smart Agriculture, Promoting Transition from " Knowing How to Farm" to "Farming with Intelligence"

Recently, the General Office of the Shandong Provincial Government issued the "Implementation Opinions on Vigorously Developing Smart Agriculture" (hereinafter referred to as the "Opinions"), proposing to deeply implement the "AI + Agriculture" initiative, accelerate the comprehensive and full-chain application of modern information technologies such as the Internet of Things, big data, artificial intelligence, and robotics in the agricultural and rural sectors, and build a national highland for smart agriculture development.

The "Opinions" propose that by 2030, Shandong will build 80 digital agriculture development counties, focus on creating 300 high-level smart agriculture application scenarios, and achieve an informatization rate of agricultural production of over 60% across the province.

Smart agriculture must serve grain production. The "Opinions" propose using satellite remote sensing, drones, ground sensors, and other technologies to coordinate the layout of a "four conditions" monitoring network, promote the digital transformation of agricultural production, and vigorously promote technologies such as intelligent agricultural mechanization and integrated water-fertilizer smart management. By 2030, the application area of integrated water-fertilizer management for grain and oil crops is to reach 20 million mu.

Focusing on large-scale yield improvement of grain and oil crops, Shandong will promote the organic integration of fertile farmland, superior seeds, advanced machinery, good methods, and digital technologies, carry out the application and promotion of "Beidou + Smart Agriculture," and build digital planting technology systems for major crops such as wheat, corn, soybean, and peanut.

Smart transformation will also extend into protected agriculture, animal husbandry, and fisheries. In the field of protected agriculture, smart agents for protected agriculture will be promoted to achieve intelligent decision-making throughout the entire growth cycle; in animal husbandry, equipment and technologies such as precision feeding, intelligent environmental control, automatic inspection, and individual identification will be promoted; in the fisheries sector, advanced equipment applications such as intelligent feeding, online water quality monitoring, underwater inspection, and intelligent harvesting will be advanced.

Artificial intelligence is further entering the breeding process. Shandong will build a provincial-level germplasm resource database platform, promote the deep integration of new-generation information technologies such as artificial intelligence and big data with traditional breeding, support research institutions and seed enterprises in jointly building intelligent breeding platforms and developing intelligent design breeding tools, and promote the transition from experience-based breeding to intelligent design breeding.

In terms of digital infrastructure, Shandong will build and make good use of the "Qilu Agricultural Cloud" Shandong Provincial Digital Agriculture and Rural Comprehensive Management Service Platform, creating a province-wide, vertically connected, and collaboratively operated "digital brain" for agriculture and rural affairs; expand the application of the "Lu Nong Code" to achieve "one-code access" for agriculture-related business and "one-code handling" for service matters; and build and make good use of the "Qilu Agricultural Supermarket" platform to accelerate the high-quality development of the rural e-commerce platform economy.
