The Securities and Futures Commission (SFC) of Hong Kong and the Securities Commission Malaysia (SC) today announced a simplified regulatory process and submission arrangement to facilitate companies listing simultaneously in Hong Kong and Malaysia.
The launch of the single submission arrangement implements the streamlined dual initial public offering (IPO) listing framework set out in the Memorandum of Understanding signed by the two regulators on 23 July 2026.
Under the arrangement, applicants seeking a primary listing on the Main Board of The Stock Exchange of Hong Kong Limited (SEHK) or the Main Market of Bursa Malaysia Securities Berhad and a simultaneous secondary listing in the other market need only submit one listing application and one listing document.
The measure is expected to reduce duplicative regulatory processes and compliance costs during the IPO application stage.
Key features of the streamlined dual listing framework
Single listing document: Applicants can use one listing document to meet the statutory requirements and listing rules of both markets at the same time.
Single application submission: Applicants intending to pursue a dual listing in Hong Kong and Malaysia simultaneously can submit their listing applications through a centralised and coordinated process, without the need to file separate applications in the two markets.
Dedicated dual listing review teams: The two regulators have established dedicated teams and communication channels as direct points of contact for applicants and their advisers, to ensure coordinated regulation, proactive case management and smooth cross-agency processing throughout the listing process.
Coordinated regulatory review: The SFC, the SEHK and the SC have put in place a coordinated review process to align timelines, minimise duplication of work and streamline the process for raising enquiries with applicants.
