However, when formulating policies, relevant authorities must not overlook the fact that some individuals are inclined to exploit loopholes for minor gains; universal self-discipline cannot be assumed. Policies should be designed from the outset to minimize vulnerabilities and prevent misuse. The practice of "renting" an elderly person to bypass reservation requirements highlights a flaw that museums should rectify concerning the abused application of "senior respect."
