Ministry of Industry and Information Technology Urges Enhanced Safety Assessment for Autonomous Driving, Identifying Risks in "Radical" Innovative Designs

On August 4th, the Ministry of Industry and Information Technology's First Equipment Industry Division convened a meeting with road motor vehicle inspection and testing institutions to assess the current landscape of product safety and testing, and to discuss measures for regulating industry competition and improving testing quality.

The meeting underscored that inspection and testing is a vital component of the quality infrastructure and a critical safeguard for the safety of road motor vehicles. These institutions hold a significant responsibility in ensuring product quality and maintaining social fairness and justice. They were urged to fully implement the decisions and directives of the Party Central Committee and the State Council, firmly resist irrational competition, and strictly uphold product testing standards.

First, they must conduct thorough self-inspections to identify existing issues in product testing, ensure comprehensive rectification, and strengthen industry self-discipline. Second, they should focus on their core responsibilities, reinforce accountability, and enhance integrity and self-discipline to collectively maintain the credibility of the entire industry. Third, it is crucial to adhere to the bottom line of product safety by implementing quality control measures for sample management, personnel management, and process management. They must also strengthen the identification and testing of risks associated with "radical" innovative product designs, and enhance safety assessments for combined driving assistance and autonomous driving functions. Fourth, they need to improve their capabilities by actively participating in the revision of standards and regulations, accelerating the establishment of a testing and evaluation system for intelligent connected vehicles, and strengthening the overall testing capacity for road motor vehicles to provide the industry with objective and professional information.

Going forward, the Ministry of Industry and Information Technology, in collaboration with relevant departments, will deepen actions to improve the consistency and quality of road motor vehicle production. They will increase the intensity of inspections, guide testing institutions to fulfill their responsibility as the "gatekeeper" of product safety, and enhance the quality of their work. Institutions found to have issues will face joint disciplinary actions to resolutely maintain the safety bottom line for products.
