On August 6th, as Typhoon Dolphin approached, all vessels in Shanghai's Jinshan waters, including those in docks and anchorages, were evacuated for safety. However, the Jinshan Maritime Safety Administration faced a critical challenge: the tanker "Haixinyou 616," scheduled to load 10,000 tons of aviation kerosene from Jinshan Petrochemical, could not operate due to the port closure.

Pudong Airport consumes 15,000 tons of aviation fuel daily. Without the timely loading of this batch on August 6th, the airport risked supply shortages or even a complete shutdown between August 11th and 12th under extreme conditions. This initiated a race against the typhoon to secure the fuel supply chain.

Upon receiving the urgent coordination request from the fuel transport company, the Jinshan Maritime Safety Administration immediately contacted Jinshan Petrochemical and the Pudong Maritime Safety Administration. They accurately assessed the supply needs, proactively reported to higher authorities, and established a "green channel" for the fuel transport, implementing a "one-ship, one-policy" strategy.

At 10:00 AM on August 6th, the "Haixinyou 616" successfully docked at Jinshan Petrochemical's 5th berth under electronic escort by the maritime authorities. Using weather warnings, intelligent vessel monitoring, and CCTV systems, the Jinshan Maritime Safety Administration provided real-time updates and precise alert services, while enhancing safety supervision. They also urged the terminal operator to optimize loading and unloading processes to minimize the vessel's port time.

After an overnight effort, by 5:00 AM on August 7th, the "Haixinyou 616" completed loading 10,000 tons of aviation kerosene. Under full electronic escort via the VTS and smart maritime system, it safely departed, averting the risk of fuel shortage at Pudong Airport before the typhoon's core impact.

Since initiating the Level IV flood and typhoon emergency response at 8:00 AM on August 5th, the Jinshan Maritime Safety Administration has worked for over 150 hours. Adhering to the principles of putting people and life first, and strictly following the "four priorities and three fears" requirements, they dispatched 57 enforcement personnel, successfully evacuated 34 vessels and 10 individuals, and assisted in the transfer of 33 fishing boats from Shengsi County to Jinhui Port and the relocation of 2 duty personnel from Dajinshan Island.
