"Jinqing Chat" Turns Troubles into Warm Resolutions

How can neighborhood disputes and community issues be resolved to everyone's satisfaction? Nearly 40 years ago, Jinsong Subdistrict in Chaoyang District initiated the "Elderly Chat Session," laying the groundwork for community co-governance. Today, the subdistrict has refined this process scientifically, introducing the "Jinqing Chat" mechanism, which has resolved numerous challenges in just a few months. A 700-square-meter "Jinqing Chat" residents' lounge has also been established.

**Discussing Issues Until Solutions Emerge** This year, Mofang Beili became a pilot community in Chaoyang District for introducing standardized property management. "The new property management has indeed done a great job these past few months," said Li Yourong, a resident of 30 years. The community has complex property rights, with some buildings jointly constructed by multiple entities. Previously, each property owner only managed their own space, leaving public areas neglected. Garbage was collected only once a day, with bins overflowing by evening. Now, dedicated cleaners ensure timely waste removal.

While introducing property management is beneficial, it wasn’t easy—especially due to disputes over fees. Historically, residents paid just 3 yuan monthly for sanitation. The transition required higher contributions. Wang Jingjing, Party Secretary of Mofang Beili Community, explained that under the "Jinqing Chat" process, opinions were gathered online and offline to form a "public sentiment record." Property companies were invited to explain policies, using case studies to demonstrate value. Nine discussion sessions addressed issues like cluttered hallways, parking shortages, elevator maintenance, and green space improvements, with property managers and lawyers clarifying responsibilities.

"We keep discussing until we find a breakthrough," Wang said. Gradually, more residents accepted the changes. Six months later, a vote showed over two-thirds participation and approval, meeting the requirements for standardized property management.

**Three-Phase, Six-Step Closed-Loop Governance** The tradition of deliberative discussions in Jinsong dates back to 1986, when a retired resident launched the "Elderly Chat Session," identifying and solving problems through casual conversations—a pioneering approach to community governance. Over decades, this model spread across the subdistrict, evolving into co-governance.

In 2024, Jinsong Subdistrict consolidated scattered resident discussions into the formalized "Jinqing Chat" mechanism, replacing ad-hoc solutions with structured, closed-loop governance.

A subdistrict official explained that "Jinqing Chat" follows a standardized "three-phase, six-step" method: pre-discussion, discussion, and post-discussion stages, each with two steps to ensure clear rules and feedback loops. The 700-square-meter lounge serves as a space for residents and social workers to exchange ideas.

**Engaging Businesses in Co-Governance** "Jinqing Chat" has proven effective not only among residents but also in mobilizing businesses for collaborative projects. On May 20 this year, Jinsong’s "Heartbeat Street" officially opened, a project born from "Jinqing Chat" discussions.

The L-shaped street, stretching from Guangqu Road to Bakaiyang North Street and Yingpangou Road, hosts hundreds of businesses. "Previously, chaotic parking and poor environment made people avoid lingering," said a representative from restaurant chain Ju Bao Yuan. Early this year, Jinsong Subdistrict and Shoucheng Community invited businesses to discuss revitalization plans, leading to improvements.

The subdistrict official noted the challenge of coordinating diverse business needs. Before renovations, extensive consultations were held with residents, merchants, and enterprises. Due to its proximity to Chaoyang’s marriage registration office, the Jinsong Public Matchmaking Alliance proposed branding the street around this theme—a suggestion widely supported.

Other examples include Baihuan Community’s successful plumbing upgrades, which inspired a resident-led "Neighborhood Repair Team," and Bakaiyang Community’s "Youth Power" initiative, engaging young people in governance.
