On August 18th, a special event focused on protecting minors online took place at the Airport River Party-Mass Service Center in Longhua Subdistrict, Xuhui District. Officials from the Shanghai Municipal Cyberspace Administration, Xuhui District Publicity Department, Longhua Subdistrict, and Tencent gathered to jointly unveil the "Tencent Minor Protection Mini Camp Shanghai Station," marking the first camp of its kind in the city.

During the unveiling ceremony, staff from the Tencent Minor Protection Camp introduced the overall camp operations, the Shanghai site's development plan, and upcoming service arrangements to the attending guests. Attendees then toured the cultural wall and Mini Camp exhibition area, where informative displays on child protection and family education service models illustrated a comprehensive blueprint for community-based digital protection services. With the official unveiling of the plaque, a new chapter in public-private collaboration for minor protection was opened.

Following the ceremony, a parent-child public welfare experience session was held on-site. Six families, guided by the leader of the Tencent Minor Protection Camp Shanghai Volunteer Service Team, participated in activities such as youth digital literacy sharing, parent-child reading, Longhua historical storytelling, and interactive crafts. These activities integrated online safety education into vivid, immersive scenarios.

Technology Empowers a Comprehensive Protection Service System

Established in 2017, the Tencent Minor Protection Camp has long been dedicated to online protection for minors, family education support, and enhancing youth digital literacy. As of 2025, the project has reached 44 million households with knowledge about healthy internet use and addiction prevention, and has provided in-depth counseling to 160,000 parents.

The project has built a "1+1+N" service system: online, it leverages the Tencent Parent Service Platform, where an AI family education assistant offers 24/7 consultation; offline, the Mini Camp serves as a community touchpoint, bringing professional courses, educational tools, and volunteer services directly to residents' doorsteps. Through a dual-track "AI + Volunteer" model, digital tools and professional offline services complement each other, delivering diverse services like online behavior guidance and family education support to minors and their families.

As a key hub for Shanghai's AI industry, Longhua Subdistrict in Xuhui is home to numerous tech companies. Under the guidance of the district's Publicity Department, Longhua Subdistrict and Tencent collaborated to establish this Mini Camp site. By leveraging Xuhui's AI development advantages, the partnership between the local subdistrict and the tech giant brings professional minor protection resources directly into the community.

Community Collaboration Addresses Local Digital Literacy Needs

"I am thrilled that the city's first site has landed in Longhua Subdistrict," said Ma Ying, head of the Tencent Minor Protection Camp, during the event. Explaining the choice of Longhua, Ma noted that Tencent is a local enterprise in the subdistrict, and that the area has a solid foundation in youth digital literacy education. The newly launched Mini Camp will further expand service channels for minor protection and digital literacy education, enrich school-family-community-enterprise collaboration scenarios, and build a normalized, diversified digital guardianship system for young people.

Minor protection encompasses six areas: family, school, society, network, government, and judiciary, with network protection being a crucial component. The camp's unique focus is on youth online protection, covering cybersecurity, addiction prevention, online mental health, and improving family digital literacy. Leveraging Tencent's product capabilities, existing service infrastructure, and public welfare activities, the camp will offer a variety of service scenarios throughout the year for Longhua.

"We will also partner with Tencent Charity and high-quality volunteer teams to deliver special courses, such as AI literacy, tailored to local needs, continuously enriching our service offerings," Ma Ying added. In recent years, Longhua Subdistrict, capitalizing on its location within Xuhui's AI hub, has prioritized youth digital literacy cultivation and online safety as key grassroots governance tasks. The subdistrict has consistently organized youth cybersecurity education programs, including themed events like the "AI-powered Longhua" Riverside Smart Run, "Game Design, Career Future," and "Healthy Gaming, Happy Life," to comprehensively enhance minors' digital cognition, online discernment, and innovative practical skills, effectively solidifying a healthy digital growth foundation for young people. The launch of the Tencent Minor Protection Mini Camp in Longhua represents a significant innovative step for the subdistrict in deepening school-family-community-enterprise collaboration, improving the comprehensive protection system, and empowering youth digital development.

It has been reported that Longhua Subdistrict will continue to deepen its cooperation with Tencent, aiming to expand the Mini Camp from its current single-site model to more community service points. Focusing on school-family-community-enterprise collaboration, and centering on youth AI literacy, online civilization building, and minor protection, the camp will continue to promote content such as digital literacy science, cybersecurity awareness, family education guidance, and mental health knowledge.
