Apple's AI Service for China Receives Official Green Light After Two-Year Wait

Apple has taken a crucial step forward in advancing its artificial intelligence business within China.

On July 15th, the Cyberspace Administration of China announced the completion of the filing process for seven generative AI services for mobile devices. Among them, "Apple Intelligence," submitted by Apple Technology Development (Shanghai) Co., Ltd., was officially approved for filing on July 8th, with its applicable scenario being iPhones. This marks the clearing of the most significant regulatory hurdle that has long troubled Apple regarding AI compliance in China. The official launch of the China-specific version of Apple Intelligence is now one step closer.

However, filing does not equate to immediate commercial availability. On the very same day, Bloomberg reporter Mark Gurman revealed that a beta version of Apple Intelligence for mainland Chinese iPhone users was briefly available for about an hour before being swiftly withdrawn by the company. This indicates that final compliance and technical adjustments are still required before the product's official release.

For Apple, AI features are widely seen as a crucial lever to enhance the competitiveness of its new devices. The approval of this filing signifies a substantive breakthrough for Apple's nearly two-year-long effort to deploy AI in China.

China-Specific Apple Intelligence Completes Filing

According to the Cyberspace Administration's announcement, a total of seven generative AI services for mobile devices completed filing, with "Apple Intelligence" listed among them.

In accordance with the "Interim Measures for the Management of Generative Artificial Intelligence Services," generative AI products must complete filing before offering services to the public. Therefore, this approval means Apple has obtained the key regulatory qualification required for an official launch, clearing a major obstacle for the subsequent consumer-facing release of the features.

Information released on the same day by the Shanghai Cyberspace Administration shows that as of July 15th, a cumulative total of 171 generative AI services have completed filing in Shanghai.

Notably, reports indicate that Alibaba is among the partners for Apple's AI service in China. Previously, Alibaba Group Chairman Joe Tsai publicly stated that Apple had communicated with several Chinese companies and ultimately chose to collaborate with Alibaba to provide AI capability support for Chinese users.

Beta Version Unexpectedly Appears, Then Rapidly Disappears

On the same day the filing news was announced, Apple also experienced an "accidental leak."

According to Bloomberg reporter Mark Gurman, Apple recently briefly pushed an Apple Intelligence Beta version to some mainland Chinese iPhone users. It was available for approximately one hour before being urgently shut down. Currently, users who successfully activated the features can continue using them, while the vast majority of users can no longer reactivate them.

Gurman stated that this push was not coordinated with the release of the first iOS 26.5 beta version on the same day, nor was it part of the official launch plan. It more closely resembled a test that was opened prematurely and then quickly recalled.

Based on feedback from users who have experienced the features, the China-specific Apple Intelligence requires iOS 26.4 or later, paired with an iPhone 15 Pro series or newer model, and a logged-in China region Apple ID. Upon first activation, the system downloads approximately 9.5GB of local models. Currently available functions reportedly include real-time translation, visual intelligence, photo object removal, writing tools, and AI image generation.

Why Hasn't It Officially Launched Yet?

Although the filing is complete, Apple still faces one final hurdle before the official release.

Reports indicate that some image recognition functions in the China-specific Apple Intelligence version still rely on Google Reverse Image Search, a service that is not normally accessible within mainland China. This technical approach requires further adjustment to meet local regulatory requirements.

Furthermore, the China-specific Apple Intelligence adopts a localized solution. It is widely believed within the industry that its core large language model capabilities primarily come from domestic partners, and some AI capabilities relied upon by the overseas version also need to be locally replaced and adapted.

Therefore, while the completion of filing means the regulatory "entry permit" has been obtained, Apple still needs to finalize product optimization and compliance adjustments before it can officially release the service to all users in China.

Apple's China AI Push Enters Final Sprint

Apple Intelligence was initially announced at the 2024 Worldwide Developers Conference (WWDC). However, due to regulatory and localization reasons, the Chinese market has not been able to launch simultaneously. Compared to overseas users, Chinese iPhone users have been waiting for nearly two years.

For Apple, China is not only one of the world's most important smartphone markets but also an indispensable part of its AI strategy. With the regulatory filing now complete and local partnership solutions gradually being implemented, the comprehensive launch of Apple Intelligence in China has entered its final sprint phase.

However, as of now, Apple has not announced an official launch date for the China-specific Apple Intelligence. Mark Gurman also noted that Apple currently has no public release timeline, and a full commercial launch still awaits the completion of final technical and compliance preparations.
