Shandong Strengthens "Service Network" to Foster a Sense of Belonging for New Employment Groups

In Jinan, November 27 (Zhou Yiwei), "Finding a place to drink hot water and have a proper meal used to be a luxury for us," said Liu Wencan, a truck driver at the Chuanhua Highway Logistics Port in Chenji Town, Heze Luxi New District, echoing the shared sentiment of thousands in new employment groups. These workers, likened to the "capillaries" of society, sustain economic vitality but often endure a nomadic lifestyle marked by "no breaks year-round and irregular meals." Addressing these challenges, a 6,000-square-meter "Warm Heart Station" has been established in this logistics hub, serving as a rest stop for truck drivers and couriers. The station features well-equipped rest areas where drivers can read or play chess.

Ma Haitao, a member of the Chenji Town Party Committee, explained that the Chuanhua Logistics Port and surrounding industrial parks—Zhongbo, Zhuoda, and Heze Modern Medicine Port—cover 168 enterprises and over 3,000 employees, including about 1,500 truck drivers, with a daily vehicle flow of 500. The substantial service demand drove the creation of the "Warm Heart Station."

"Precise services begin with thorough research," Ma noted. Local surveys identified three core needs: inadequate basic amenities like meals and rest, poor physical and mental health, and low social engagement. To address these, the station offers four functional zones and over 20 integrated services, targeting key needs such as "a bed, two health aspects, three meals, and four improvements."

The station provides 24-hour hot water, microwaves, charging ports, free Wi-Fi, emergency medicine, and basic repair tools, while a professional vehicle repair area handles complex issues, forming a "minor repairs self-service, major repairs on-site" support chain. Notably, the "Red Steering Wheel" volunteer team, initiated by the station, now includes 25 drivers, transforming workers from service recipients to providers and enhancing their sense of belonging.

Liu Wencan, a volunteer, shared, "We used to be passersby in the park; now we’re its hosts. The 'Red Steering Wheel' badge isn’t just an honor—it’s a responsibility."

Across Shandong, new employment groups—ride-hailing drivers, delivery workers, freelancers, and creatives—are increasingly supported by tailored service networks. In Ningyang County, Taian, delivery riders faced access restrictions in residential areas, caught between impatient customers and property management. A scan of a "Quick Response" QR code on the "People’s Voice Digital Watchtower" platform by rider Yang Yang triggered a resolution. Authorities mediated discussions, leading to new rules: riders can enter communities but must park e-bikes in designated spots, with speed limits enforced. Temporary storage racks were also installed.

"Before, we blocked them; now, we guide them, and management is smoother," said a property manager, noting fewer complaints and better rider compliance. This approach, refined as a "service model for new employment groups," has been adopted county-wide, achieving 100% community access.

Ningyang has also expanded "Warm New" service sites, including over 80 "Love 'New' Hospitals," "Driver Homes," and "Warm 'New' Stations," offering water, charging, and rest areas.

In Yuncheng County, Heze, the local trade union provided free health checkups—blood tests, kidney function, ECGs, and specialized exams for hearing and cervical spine—for delivery workers and ride-hailing drivers. "As a part-time driver, I rarely have time for checkups. This exam revealed hearing issues linked to long-term headphone use—I’ll be more careful now," said Zhao Qinzheng.

Building organizational belonging is equally vital. In Linshu County, courier Xiao Zhang joined the trade union in minutes at a "Warm Heart Service, Join at Your Fingertips" event, securing stronger rights protection. This year, Linshu’s trade union has enrolled over 2,000 new employment group members, expanding coverage, services, and support bases to bring union care closer to these workers.
