Skills and Branding Drive Employment Growth in Qianyang County

In Qianyang County, located on the western edge of the Guanzhong Plain, skills are reshaping the destiny of farmers, transitioning from a reliance on nature to income growth through expertise.

Since the start of this year, the Qianyang County Human Resources and Social Security Bureau has focused on the goal of "stabilizing employment and boosting income." It has implemented three key projects: vocational skills improvement, labor brand cultivation, and employment service quality enhancement. These efforts have strengthened the county, town, and village-level public employment service platforms to tackle the challenges of rural labor force employment.

By the end of May, Qianyang County had facilitated the transfer of 40,500 rural laborers to non-agricultural jobs, added 636 new urban jobs, and generated 597 million yuan in labor income. Relying solely on physical strength is insufficient; farmers need to acquire marketable skills.

Qianyang has fully adopted a linked model of "job demand + skills training + skills assessment + employment services," combining online demonstrations with offline practical sessions. To date, 9 training sessions have been conducted, benefiting 442 people. To ensure that skills training yields tangible results, the county actively coordinated with the Provincial Department of Human Resources and Social Security and the Provincial Skills Appraisal and Guidance Center to conduct joint skills certifications on-site. As a result, 111 "Qianyang Apple Masters" have received intermediate and senior vocational skill level certificates issued by the human resources department.

The identity of farmers is being redefined, moving from "knowing how to farm" to "holding a certificate." Simultaneously, Qianyang County continues to polish its six major county-level labor brands. To date, it has cultivated 328 "Qianyang Apple Masters," 83 "Qianyang Dairy Goat Experts," 200 "Qianyang Embroiderers," 1,200 "Qianyang Skilled Workers," 260 "Qianyang Domestic Helpers," and 60 "Qianyang Beekeepers."

These six brands and six pathways provide diverse opportunities for rural laborers of different ages and specialties. With skills and a reputation established, the next step is to bring job opportunities directly to people's doorsteps. Qianyang County has actively organized 22 employment activities, including a warm-hearted campaign for migrant workers and seasonal job fairs, posting 10,100 job openings and achieving 4,689 employment intentions.

To address the seasonal peak labor demands of leading fruit enterprises in apple sorting, seedling cultivation, and orchard management, Qianyang County has launched 11 customized orchard bus routes, bringing in over 30,000 temporary workers from neighboring counties and districts, effectively meeting labor needs. Additionally, through targeted job postings and recruitment by county-level labor service companies, more than 3,500 rural laborers have transitioned into industrial workers at industrial parks, including the Environmental Protection and New Materials Industrial Park and Conch Cement.

As industries flourish, employment thrives. Qianyang County's employment support has been integrated into the industrial chain, spanning from community factories to industrial parks, from local absorption to cross-provincial exports. A comprehensive employment support service matrix covering the entire county and extending beyond the province is gradually taking shape.
