Kenneth Fok Voluntarily Discloses Personal Assets: 35 Properties Revealed, 7 for Personal Use, 28 for Rent, Multiple Properties Jointly Held with Guo Jingjing After Marriage

On January 11, the personal interest declarations for Hong Kong's new Legislative Council members were released, with the forms for all 90 legislators uploaded to the Legislative Council's website.

According to the details of the asset declarations, many legislators hold properties both in mainland China and overseas, with re-elected Legislative Council member Kenneth Fok declaring the highest number at 35 properties. Of these, 7 are for personal use and the remaining 28 are rented out; the related properties are spread across Hong Kong, Macau, mainland China, as well as cities in countries including the United Kingdom and France. Specifically, there are 22 properties in Hong Kong, 4 in mainland China, and 7 in Macau (including 4 commercial units).

A review of the declaration form submitted by Kenneth Fok in the previous term shows that in 2022, he mentioned owning properties in Hong Kong, mainland China, France, and the UK, but did not specify the quantity. In his July 2025 declaration, Fok reported having 4 properties on Hong Kong Island and 10 in Kowloon.

The most iconic mansion of the Fok family has been exposed on numerous occasions. The Repulse Bay mansion, currently inhabited by Kenneth Fok and his family of five, has a market value reaching HK$160 million. As a key family asset, it was inherited solely by Kenneth Fok, the eldest grandson of the family's primary branch.

All 35 properties declared by Kenneth Fok this time are held directly in his personal name and do not include assets held in family trusts. Even this portion of publicly disclosed assets is already of considerable value.

It is noteworthy that several of the disclosed properties are jointly held by Kenneth Fok and his wife, Guo Jingjing, after their marriage. This unreserved disclosure of assets has been interpreted by the public as a gesture of absolute transparency within the marriage and conveys an attitude of openness expected from public officials, perfectly aligning with the requirement under the Legislative Council's Rules of Procedure that members must declare their personal interests within 14 days of being elected.

Some analysis suggests that Kenneth Fok's asset allocation implies a broader family strategy. His mainland properties are concentrated in the Greater Bay Area, such as a personal residence in Zhuhai, a rental property in Dongguan, and a family project in Zhongshan, echoing the early investments made by the Fok Ying Tung Group in Nansha. Meanwhile, the choice of a personal residence in France combined with rental properties in the UK reflects a strategy focused on stability and value preservation.

The asset declaration system reflects Hong Kong's transparency rules. According to Rule 83 of the Legislative Council's Rules of Procedure, members must provide a declaration of personal interests to the Legislative Council Secretary by the day of the first meeting of each term. Legislative Council President Starry Lee Wai-king stated that she believes members will take the requirement seriously and declare all necessary items promptly as required, and that she will inquire with the secretariat regarding the submission status of the declarations.
