Brain-computer interface technology continues to receive strong policy support.

**East Lake High-tech Zone: Supporting Key Technology R&D in Brain-Computer Interface**

According to recent reports, Wuhan's East Lake High-tech Zone has issued the "Several Measures to Support Innovative Development of Brain-Computer Interface Industry" (hereinafter referred to as "the Measures"). The policy framework encompasses five key areas: strengthening technology and product development, promoting application of technological achievements, expanding innovation entities, and building an industrial innovation ecosystem.

The Measures propose supporting key technology and major product R&D in brain-computer interface, providing funding of up to 30% of total project investment and R&D expenses, with maximum support reaching 50 million yuan.

The Measures also support establishing brain-computer interface innovation centers, providing up to 10 million yuan in annual operational funding support. The policy encourages BCI companies to collaborate with Hubei laboratories and leading optoelectronics enterprises to form industrial joint communities, promoting demonstration applications in medical, healthcare, and industrial safety sectors. Additionally, it supports the construction of brain-computer interface industrial clusters.

Currently, East Lake High-tech Zone is advancing the construction of Optics Valley Brain-Computer Interface Industrial Cluster. In August this year, the Hubei Brain-Computer Interface Industry Innovation Development Alliance was established in Optics Valley, bringing together clinical resources, leading enterprises, and university research teams. Through joint laboratory construction, open shared experimental platforms, and organized exchange activities, the alliance accelerates the commercialization of innovative achievements in the BCI field. Furthermore, in March this year, Hubei Provincial Medical Insurance Bureau released the nation's first brain-computer interface medical service pricing, providing policy guarantees for clinical applications of BCI technology.

**Multiple Regions Issue Policies Supporting New Technology Implementation**

As an emerging frontier technology, brain-computer interface has garnered significant policy attention. Since the beginning of this year, both national and local levels have continuously introduced policies to drive the BCI industry from R&D toward clinical implementation.

At the national level, in August, the Ministry of Industry and Information Technology and other departments jointly released the "Implementation Opinions on Promoting Innovative Development of Brain-Computer Interface Industry," clearly setting goals to achieve breakthroughs in key brain-computer chips and cultivate 2-3 globally influential leading enterprises by 2030. In September, the National Healthcare Security Administration issued the "Notice on Brain-Computer Interface and Other Innovative Medical Consumables Product Application and Coding Work," establishing a "green channel" for medical insurance coding of BCI and other innovative medical products.

At the local level, multiple regions have introduced BCI-related plans this year to support industrial innovation and development. Beijing issued the "Action Plan for Accelerating Beijing's Brain-Computer Interface Innovation Development (2025-2030)," proposing to achieve large-scale commercial applications of BCI innovative products in medical, healthcare, industrial, and educational sectors by 2030.

The "Shanghai Brain-Computer Interface Future Industry Cultivation Action Plan (2025-2030)" aims to achieve comprehensive clinical applications of BCI products by 2030. The "Sichuan Province Brain-Computer Interface and Human-Machine Interaction Industry Breakthrough Action Plan (2025-2030)" targets large-scale production and application by 2030, conducting 3,000 invasive brain-computer interface surgeries annually. The "Shandong Province Brain-Computer Interface Industry Science and Technology Innovation Action Plan (2025-2027)" deploys six major actions and 16 specific tasks to advance BCI industry innovation and development.

**Multiple BCI Concept Stocks Receive Intensive Research Coverage**

2025 is viewed as the "inaugural year" for China's brain-computer interface industry, with the BCI sector welcoming significant development opportunities.

According to statistics from Sinolink Securities, the global brain-computer interface market reached $2.62 billion in 2024 and is expected to grow to $2.94 billion in 2025. McKinsey predicts that by 2030-2040, the global potential market size for BCI in the medical field alone could reach $40 billion, including $15 billion for serious medical applications and $25 billion for consumer medical applications, with an annual compound growth rate exceeding 10%.

Since the beginning of this year, BCI-related concept stocks have experienced substantial gains, with Celitron, Hanwei Technology, Sino Medical Sciences, and Innovation Medical shares doubling in value. Yanshan Technology, Wise Medical, Protgen, and Xiangyu Medical among other concept stocks have risen more than 50%.

According to data statistics, multiple BCI concept stocks have received institutional research coverage since the second half of the year. Xiangyu Medical received 5 research visits, stating in September research that the company's integrated product advantages of "brain-computer interface technology + proprietary rehabilitation equipment" are expected to further enhance product competitiveness and rapidly build comprehensive multi-center BCI solutions.

China Science & Technology Information has also received 5 research visits since the second half of the year, stating in September research that based on smart medical business needs, the company has introduced BCI technology and equipment as auxiliary tools, developing closed-loop brain-machine interface (BMI) systems based on optogenetic regulation to meet the demands of smart anesthesia and smart rehabilitation application scenarios.

Sino Medical Sciences stated in September research that it closely monitors the development of new industry technologies including brain-computer interface and their applications, considering this as one of the company's key strategic directions for exploration.

Since September, four concept stocks including Kunlun Tech, 37 Interactive Entertainment, Hanwei Technology, and iFlytek have received over 300 million yuan in financing fund increases, while Mindray Medical, BGI Genomics, and Yanshan Technology received increases exceeding 100 million yuan.
