Sanya Market Supervision in Hainan Strengthens Quality and Safety Controls for Building Materials

In a move to rigorously enforce mandatory product certification requirements and reinforce corporate responsibility for quality and safety, authorities are taking steps to regulate the production and sales of key construction materials such as tempered glass and insulating glass.

Recently, a specialized inspection of building material manufacturers was led by Hu Zhibin, a fourth-level researcher from the Sanya Municipal Market Supervision and Administration Bureau in Hainan Province. This targeted inspection focused on the core control points of mandatory (CCC) certification for building material products, homing in on key risk areas within enterprise operations.

Inspectors conducted on-site visits to production workshops, reviewed qualification records, and verified certification documents. They thoroughly checked the validity of business licenses, CCC certification certificates, and records of certification mark usage. A strict verification was conducted to ensure that the products actually manufactured matched the scope permitted by the certification.

The operation included a comprehensive review of the companies' quality management systems and the implementation of standardized production processes. This was aimed at strictly identifying any illegal activities, such as production beyond the certified scope, expired certificates, or the fraudulent use or forgery of CCC certification marks.

To date, this special action has inspected eight building material production enterprises, with no illegal production or business activities discovered so far. During the inspections, the Market Supervision Bureau adhered to a principle of "enforcement with strength, service with warmth," combining regulatory oversight with legal education and support.

Inspectors, in line with industry standards, provided detailed explanations to companies about the relevant laws, regulations, and the latest supervisory requirements for mandatory product certification. They offered on-site guidance to help companies identify and rectify gaps, thereby improving internal management systems for quality control and record-keeping.

Simultaneously, companies were urged to firmly establish a sense of primary responsibility for quality and safety, strictly adhere to the dual bottom lines of safe production and product quality, and conduct their operations strictly in accordance with CCC certification standards and norms. The goal is to resolutely prevent uncertified production, operation beyond scope or expiry periods, and the forgery or misuse of certification marks, thereby controlling the quality of building materials at the source.

Moving forward, the Sanya Municipal Market Supervision and Administration Bureau will continue to focus on key public-facing sectors like building materials. It plans to conduct regular specialized inspections for CCC certification, routinely investigate and rectify potential quality and safety hazards, and crack down on all types of illegal business activities.

These efforts aim to continuously standardize industry production and business practices, fully safeguard the quality and safety of construction and building materials, and support the high-quality development of the city's construction industry.
