Strengthening Innovation as a Catalyst and Optimizing Development Partnerships – Fujian Product Quality Inspection Institute Drives High-Quality Development of Modern Industries with "Three Focuses"

The industrial pulse of Fujian Province beats strong. Amid the overarching theme of high-quality development, the Fujian Product Quality Inspection Institute (hereinafter referred to as "Fujian PQII") has deeply implemented its "Three Focuses" strategy—targeted empowerment for leading enterprises, county-specific policies for regional economies, and strengthening and supplementing supply and industrial chains—transforming inspection and testing, the "language of technology," into a powerful driver for industrial upgrading, regional revitalization, and safety governance. The institute is striving to create a "Fujian model" for quality inspection services that supports high-quality development in the new era.

At CATL (Contemporary Amperex Technology Co., Limited), modern laboratories and production lines stand side by side, showcasing the robust momentum of China's new energy sector. In recent years, Fujian PQII has engaged in comprehensive strategic cooperation with CATL, deeply integrating into its global layout and accelerating strategic positioning in the new energy field. The institute has conducted systematic R&D assessments and certification services for CATL's core products, including marine battery systems, battery management systems (BMS), and energy storage battery management units (BMU). This year alone, testing has spanned nearly 1,000 hours, covering critical dimensions such as safety, performance, and environmental adaptability, significantly aiding the company in securing a competitive edge in the global new energy market.

This is not an isolated case. From assisting Fuyao Glass Industry Group in overcoming electromagnetic compatibility (EMC) challenges for smart window dimming systems to helping Ruijie Networks obtain its first China RoHS (Restriction of Hazardous Substances) certification; from establishing full-chain strategic cooperation with PUPU E-commerce to partnering with Fujian Xianzhilou Biological Technology Co., Ltd. to co-build a joint research center for food quality science, Fujian PQII has formed strategic collaborations with 19 industry leaders. The institute provides one-on-one butler-style services, ensuring 100% on-site response for 150 leading enterprises. Its service scope has expanded from single-point testing to standard formulation, common technology breakthroughs, and collaborative talent development, truly becoming an "ally" and "catalyst" for corporate innovation.

Turning to county-level economies, quality inspection efforts are quietly reshaping local industrial ecosystems. In Fu'an’s massage equipment industrial cluster, Fujian PQII’s quality assistance stations and EMC testing green channel service points function as industrial "fuel stations" and "service hubs." This year, they have served 41 enterprises, conducted over 600 batches of tests, and saved costs of approximately 2 million yuan. The institute’s innovative compliance declaration for massage equipment has been adopted by industry giants such as Haier Group and Supor Group, with nearly 200 certificates serving as market passports for "Fu'an-made" products.

In Nan'an, Fujian PQII has conducted a six-year campaign to enhance quality management systems for small and micro enterprises, assisting 65 local water heater and sanitary ware companies and resolving 239 pain points. In the ZhuoRong County's Pseudostellaria heterophylla production area, inspection experts have promoted Good Agricultural Practices (GAP) standards, guiding three core enterprises in adopting performance excellence management models. In Nanping, the institute has held three rounds of bamboo and wood technology training, helping companies like Fujian Xiangfu Craft Co., Ltd. establish full-process quality control systems, significantly improving product pass rates.

Deeper transformations are unfolding within supply and industrial chains. To better serve 14 key industries—including new energy, electronics, and electric vessels—Fujian PQII has visited over 3,380 enterprises, resolving 5,267 technical challenges. In the new energy sector, it was approved as one of China’s first CCC-certified labs for electric vehicle power supply equipment, aiding Xingyun New Energy Technology in securing Fujian’s first charging pile certification. In electric vessels, it partnered with Italy’s RINA to expedite certifications for Xiamen Aituo Technology while supporting Fujian Feitong Communication Technology with BeiDou terminal testing. In smart wearables, it obtained light radiation safety testing qualifications, conducting nine assessments for Sony and Nikon. In the petrochemical hub of Gulei, it oversees pipeline anti-corrosion and insulation material quality control for 2025–2028. In food safety, it developed a proprietary human milk oligosaccharide testing method, serving 10 companies, including Beingmate Group, across five provinces.

Fujian PQII consistently leverages technical rigor to safeguard safety baselines and standardization to elevate industrial benchmarks. Today, it is embracing a more open stance in the dual-circulation development paradigm: becoming Amazon’s first Direct Verification (DV) TIC (Testing, Inspection, Certification) service provider in China and securing mutual recognition agreements with nine international bodies, including TÜV Rheinland, to help more enterprises expand globally.

Looking ahead, the institute will continue contributing to Fujian’s modernization through technological expertise, standardization, and dedicated service.
