Gansu Province Completes 755 Mining Rights Transactions Valued at 61.66 Billion Yuan During the 14th Five-Year Plan Period

According to recent information from the Gansu Provincial Department of Natural Resources, since the start of the 14th Five-Year Plan period, Gansu has been advancing a new round of strategic actions for mineral exploration breakthroughs in line with national deployment. The province has accelerated the transformation of exploration achievements and made every effort to ensure the security of energy resources and industrial supply chains. To date, the province has coordinated and arranged 2,147 basic survey and exploration projects, newly discovered 35 large and medium-sized mineral deposit sites, and cumulatively transferred 755 mining rights, ranking among the top nationwide.

Gansu boasts a comprehensive and advantageous range of mineral resources, with 191 types of minerals (including sub-varieties) identified. Among these, reserves of 13 minerals, including nickel, selenium, and platinum group metals, rank first in the country, while 51 minerals such as cobalt, gold, and tungsten are among the top five, and 86 minerals including coal, copper, and vanadium are among the top ten nationwide. Leveraging these inherent advantages, the province has focused on the core goal of "finding large deposits, high-quality minerals, and urgently needed resources." By integrating technology and diverse investments, Gansu has continued to deepen and solidify the new round of strategic actions for mineral exploration breakthroughs, striving to transform resource advantages into economic and developmental benefits.

Significant achievements have been made in the Yongdeng Dayou coal mine exploration project.

During the 14th Five-Year Plan period, Gansu mobilized provincial resources to advance mineral resource exploration, development, and reserve expansion. The province issued the "Opinions on Promoting High-Quality Development of Mineral Resource Exploration and Development" and established a "1+2+2+2" policy framework. Cumulative investment in mineral exploration exceeded 5.565 billion yuan, representing a substantial increase compared to the 13th Five-Year Plan period.

The province has adhered to a targeted approach, exceeding the exploration tasks for eight mineral types assigned by the Ministry of Natural Resources. Major discoveries include the Qingcheng billion-ton oil field, the Yumen Qianhongquan large gold deposit, the Jingchuan super-large uranium deposit, and the Pingliang 700-million-ton magnesia-dolomite deposit for magnesium smelting. The coverage rate of basic geological surveys has steadily improved.

Gansu has also prioritized development empowerment, innovatively implementing a "seven-step work method" to enhance both the quantity and quality of mining rights transfers. A total of 755 mining rights have been transferred, with a total transaction value of 61.656 billion yuan.

Emphasizing ecological priority, Gansu took the lead in exploring and establishing a national green mine investment and financing project database. The province has cumulatively established 194 green mines, effectively promoting the green transformation of the mining economy.

Looking ahead to the 15th Five-Year Plan period, Gansu will focus on key metallogenic belts such as the Ordos and West Qinling regions. The province will accelerate the exploration and development of strategic minerals like gold, nickel, and cobalt. By adhering to the principles of geological surveying as the foundation, exploration breakthroughs for reserve expansion, mining rights transfers for production increase, and green mine construction, Gansu will systematically plan and implement precise measures to strengthen and expand the mining industry system. This will provide a solid and reliable resource guarantee for serving national strategic interests and the province's economic and social development.
