Regional bank lobbying stalls clear bill, crypto industry faces biggest setback in two years

According to reports, the U.S. Senate's consideration of the "Clear Bill" has been halted due to strong opposition from regional banks, leading to an indefinite postponement of a key vote. Brendan Pederson has characterized this as the most significant political setback for the crypto industry in the past two years, with the root cause being traditional financial forces gaining the upper hand in lobbying efforts, completely disrupting the legislative timeline.

Grassroots resistance has become the core variable hindering the bill's progress. Just before the August recess, a subtle shift occurred as four regional bank officials directly intervened in lobbying, urging Republican senators to slow down the process. Brad Bolton, CEO of Community Spirit Bank based in Alabama, noted that it was not executives from large banks, but rather lesser-known regional bank officials who directly presented the bill's potential impact to lawmakers. This grassroots mobilization strategy effectively struck a nerve with Republican senators, making it impossible to complete the vote before the recess.

According to the compilation, this lobbying campaign successfully leveraged lawmakers' concerns about local financial stability, thereby blocking the legislative process at a critical moment. The opposition is deeply rooted in the practical dilemmas of compliance costs and local fragmentation. Regional banks fear that the current version of the "Clear Bill" will lead to regulatory overlap between securities and commodities, significantly increasing compliance costs. More critically, these small financial institutions, which serve as pillars of their local communities, fear that digital assets could disrupt traditional banking models. They also worry that the bill may favor large financial institutions, putting small banks at a competitive disadvantage.

Currently, states like New York and Texas continue to implement their own patchwork of rules. Without a unified federal framework, the industry is forced to survive in a fragmented legal environment, with regulatory uncertainty persistently suppressing market confidence. The future outlook remains highly uncertain, and strategic adjustments are urgently needed. Although the "Clear Bill" has not been completely abandoned, the vision of regulatory certainty through bipartisan cooperation has temporarily collapsed.

The complex dynamics of financial regulation in Washington indicate that the crypto industry must reassess its lobbying strategies to confront deeply entrenched traditional financial interests.
